According to how I understand the Standing Orders, the Chair’s attention to the breach of rules by Sen. Wetangula should have been drawn by a Senator. When the Chair – without being invited to note that a wrong has been committed – goes ahead and does what he might attempt to do, it might amount to him participating in debate. You are supposed to control debate. view
