  • 14 Jul 2015 in Senate: Madam Temporary Speaker, I completely withdraw and apologise. However, Sen. Mugo’s brother, Prof. John Mugo, was my lecturer of biochemistry. He taught me and told me about her weaknesses. view
  • 14 Jul 2015 in Senate: Madam Temporary Speaker, apparently, Sen. Mugo was very happy when I reported that her own brother, Prof. Mugo, taught me biochemistry. There are some of the things that he leaked to me. However, I apologise and I have withdrawn. view
  • 14 Jul 2015 in Senate: Madam Temporary Speaker, in conclusion, after withdrawing and apologising, I want to talk about the role of cultural heroes. This gives us a big opportunity for people from different cultures to appreciate their heroes. For example, in my community, we have traditional circumcisers who are very unique. There is no way you can immortalise them. I see an opportunity especially in counties like Kakamega and Bungoma and sections of Vihiga and Tiriki where we have cultural heroes. In our culture, we have two heroes who are the kings of isukuti playing. These are The electronic version of the Senate Hansard ... view
  • 9 Jul 2015 in Senate: Madam Temporary Speaker, allow me to inform the Senator on the Floor. In fact, Homa Bay County is second to Nairobi County which is leading in HIV/AIDS prevalence. view
  • 9 Jul 2015 in Senate: Thank you, Madam Temporary Speaker. Sitting here this afternoon and listening to my colleagues, has been worthwhile, as it shows a good grasp of such a technical issue. I take this opportunity to thank Sen. Leshore for this timely Motion. However, in view of what the Senator for Homa Bay County told us in terms of the industry on this topic that is currently on going in the National Assembly, it would be good for us to now urge for that Bill to come to the Senate for concurrence and the ideas that are coming in from these contributions can ... view
  • 9 Jul 2015 in Senate: Madam Temporary Speaker, I was incited by my consultant in English, Sen. Ong’era. She is the one who whispered the word “ whaa, whaa”. I withdraw those words. It is important that people know this. A penis which is circumcised develops resistance on the outer skin. The one which is not is soft and, therefore, during the minor bruises that might take place during sexual intercourse, there are minor scratches and cuts. If the sexual partner is infected, then the risk of the sexual juice leaking into those little minor scratches and cuts is higher and, therefore, the risk of ... view
  • 7 Jul 2015 in Senate: Mr. Speaker, Sir, I beg to lay the following papers on the Table of the Senate today, Tuesday, 7th July, 2015. REPORTS ON THE FINANCIAL OPERATIONS OF VARIOUS COUNTY EXECUTIVES/ASSEMBLIES Report of the Auditor-General on the Financial Operations of Wajir County Executive for the period 1st July, 2013 to 30th June, 2014. Report of the Auditor-General on the financial operations of Mandera County Assembly for the period 1st July, 2013 to 30th June, 2014. Report of the Auditor-General on the financial operations of Mandera County Executive for the period 1st July, 2013 to 30th June, 2014. Report of the Auditor-General ... view
  • 7 Jul 2015 in Senate: Mr. Speaker, Sir, indeed, as I said last week, some counties could not have been ready within the period that we anticipated. Kirinyaga, Kitui and Kakamega Counties are not on the list of reports that I have tabled. I request for patience because I am pursuing the matter. Very soon, the reports will be tabled. I thank you, Mr. Speaker, Sir. view
  • 7 Jul 2015 in Senate: Yes, Mr. Speaker, Sir, thank you for reminding me. Members, as you are aware, part of the reason for Sen. Elachi’s concern regarding late tabling of these documents was because over and above the functional challenges that the Auditor-General was experiencing, governors had actually gone to the High Court to seek orders to stop us from summoning them. Mr. Speaker, Sir, it is my pleasure to inform the House that we invited the Legal Counsel who represented the Senate in the suit where governors lost. Mr. Kilukumi came and gave us a brief. He confirmed that, indeed, we are within ... view
  • 7 Jul 2015 in Senate: So, the ruling still remains as it was. However, on our part as the CPAIC, we have asked Mr. Kilukumi to cross-appeal. This is because we believe that some of the issues that were raised by Dr. Kamau Thugge – when he appeared before us trying to defend the desire of the Government not to stop the funds as we had directed – had not been fully canvassed at the High Court. If that happens, we will listen to it and report back to you. However, preliminarily, it is an area where my Committee is not in full agreement. A ... view
