On a point of order, Mr. Temporary Speaker, Sir. This Bill gave us an opportunity to raise very pertinent issues and we are hoping that the Jubilee Coalition Government that seems to lack ears this time has heard and that the points that we raised about the need for inclusivity for all Kenyans in Public Service will be practiced. Thank you.

On a point of order, Mr. Deputy Speaker, Sir. The lamentation is because Members had already keyed in and requested for a chance to speak. Mischievously, somebody seems to have switched off the system so that it went off momentarily and now we have gone back to zero. So, you were not guided.

Mr. Deputy Speaker, Sir, I want to agree with Sen. Orengo and the Senate Majority Leader in this manner; the Article of the Constitution that has been referred to by Sen.Orengo in terms of publication in this Constitution is not the only one. In Article 35, this Senate is given access to the information that the President gave to the two Speakers. Article 35(3) says; “the state shall publish and publicize any important information affecting the nation.” For that reason, I agree with Sen. Orengo. In both Articles 35(3) and in 132 that Sen.
