11 Feb 2015 in Senate:
Thank you, Mr. Speaker, Sir. I would like to use this opportunity to pass my sincere condolences to the family and friends of our departed colleague. I had a unique opportunity to work with the late Hon. Muchai in the last Parliament before we came to this House, when we were creating laws to give effect to Article 162(2), which provides that Parliament, through legislation, shall create courts that will have the same strength as the high court to listen to matters of employment and labour relations. We worked with him and the Secretary-General of the Central Organization of Trade ...

11 Feb 2015 in Senate:
On a point of order, Mr. Speaker, Sir. I do not know whether I understood Sen. Omar very well. But to my understanding, a Member having rested his request with the Committee and the Committee having failed to bring the answer in the promised time, the onus now shifts to the Chairperson, at this opening Session, to say that whereas in the previous Session he had received the following requests and for whatever reasons he had not finished, he now wants to give the Statements. But now it appears like the responsibility lies with the Members. I do not know ...

11 Feb 2015 in Senate:
On a point of order, Mr. Speaker, Sir. Could he clarify whether the Motion is attempting to allow Members to contribute for at least 20 minutes? I can see in writing that it is 15 minutes. Could he clarify whether he wants us to be speaking for 15 minutes as it is written here or for 20 minutes as it is now on record in the HANSARD?

11 Feb 2015 in Senate:
Mr. Deputy Speaker, Sir, could the Senate Majority Leader clarify? Where the maximum time of the Motion is 30 minutes, how many minutes does each contributor speak for? How many minutes is he entitled to, because if it is 15 minutes, it means that there will be only two speakers. Could you clarify?

30 Dec 2014 in Senate:
Mr. Speaker, Sir, I really must appreciate you, having witnessed the pressure under which the Speaker of the “Lower House” worked, it must have been very brave of you to allow us to come here. I really must thank you. I will take over from where Sen. Kembi-Gitura left. He left by appealing to you to remember that if some parties here will feel aggrieved by the decision that will be made by the High Court, they will explore the option of appealing to the Court of Appeal and, probably, the Supreme Court. I want to assume that he was ...

30 Dec 2014 in Senate:
Mr. Speaker, Sir, because you have been consulting, I am concerned that probably something has escaped your ear. The Senator for Elgeyo- Marakwet actually, repeatedly, suggested that Sen. (Prof.) Anyang’-Nyong’o could throw a bottle of water at him, which passed. But then he went on and said you have to protect him from the mentality of men in black, probably, you want to guide him that he cannot go on lower than that.

4 Dec 2014 in Senate:
On a point of order, Mr. Speaker, Sir. I have heard the Senator for Kericho laying on the Table Papers concerning the audited accounts by the Auditor General. That is the function of our Committee, the Committee on County Public Accounts and Investments Committee, and he is not a Member of our Committee. Can we know what the clerk is up to; lest the people of this country think that we have been fired or have resigned?

4 Dec 2014 in Senate:
On a point of order, Mr. Speaker, Sir. I thought that you were going to give us a few more chances to interrogate that Statement before we go to a different matter.

4 Dec 2014 in Senate:
Yes, Mr. Speaker, Sir, I would like you to indulge me so that you give me an opportunity to interrogate that big document showing how teachers were spread during the recruitment and replacement. I also request to make further clarification next week.
