17 Oct 2024 in Senate:
Mr. Speaker, Sir, the position of the Deputy President of Kenya is very high. It is a very high calling. Therefore, as we make a decision on the Deputy President of Kenya, I want to remind him that of those to whom more is given, indeed more is expected of them. He should not feel that he is being victimized because due to the high standard of this Constitution, in 2013 by dint of lack of integrity, the Deputy Chief Justice, Nancy Barasa, lost her job, merely because she pinched the nose of Kwamboka. The Deputy President indeed did worse ...

17 Oct 2024 in Senate:
I believe that if the Deputy President had taken the dock, we were going to completely undress him. We would have asked him to justify what activities each and every one of those companies was doing. It is part of the reason why he stepped down. Mr. Speaker, Sir, I have evidence, which I do not wish to be part of the case; that as soon as the Deputy President's brother died, the wife went to the corporate branch of the Cooperative Bank and started crying there that the manager should stop the Deputy President from operating these accounts. Finally, ...

17 Oct 2024 in Senate:
Thank you, Mr. Speaker. We are lucky that the EACC is here with us. There are serious allegations that have been raised that require investigations. Could the Deputy Chief Executive Officer (CEO) confirm if indeed there are investigations taking place on your own motion on the following issues: (i) on the activities of this intricate web of companies by the Deputy President; (ii) on the issue of the disinheritance of the orphans and wife of his late brother, His Excellency Nderitu Gachagua; (iii) on the alleged insubordination of the President; and, (iv) if there are investigations on the role that ...

On behalf of the Chairperson of the Standing Committee on Finance and Budget, I beg to move the following Motion - THAT, the National Assembly amendments to the County Governments Additional Allocations Bill (Senate Bills No.19 of 2024) be now considered. 15 Oct 2024 in Senate:
Thank you, Mr. Speaker, Sir. I appreciate and congratulate you for that Communication. My contribution is in two parts. I request governors to realise that devolution did not just happen in this country. Men and women of this Republic made sacrifices, people lost their limbs, properties and lives. My second comment is that, whereas I agree with you on the how, I want to draw your attention to Article 245 of the Constitution of Kenya, which establishes the National Police Service. Mr. Speaker, Sir, in this article, there is part four, which says that the Cabinet Secretary responsible for police ...

14 Oct 2024 in Senate:
Thank you, Mr. Speaker, Sir. My comment on this will be limited to what I had begged the House to adopt in order for us to help this country. This is a very serious matter. It is already on record that no court can injunct Parliament. So, the first preliminary objection should collapse. A decision has already been made. My second comment is on the question of numbers. Counsel Mutuma, what would you like the governor to prove? This is a scientific fact that 47 divided by two- thirds is 31.3. As you guys say in law, res Ipsa loquitur. ...

9 Oct 2024 in Senate:
Thank you, Madam Temporary Speaker. I rise to speak in support of this amendment and I do so with nostalgia. This is because I remember that as stated in the statement of objects and reasons on the memorandum of this Bill, the principal object of this Bill is to amend Section 6 of the Election Offences Act, 2016. Why with nostalgia? It is because I remember when we enacted this Act. It was the industry of a joint committee of both the Senate and the National Assembly in 2016. I sat in that committee and I remember we pitched in ...
