But with benefit of hindsight, we then amended the standing orders so that Members of the Opposition would have representation on the HBC, which has become in this particular Senate, the RBC. With due respect and, please, for your indulgence, I was requesting in advance that he comes with more information on this very critical issue because it is already in the public domain that even at the Westgate, the NIS had already given intelligence. So, we want to be sure that in the instance of Wajir and Mandera incidents, the NIS had given intelligence and the police, once again, slept on the job. They did not take action. He should come up with that information because it is important. view

The Chairman has told us that this programme has been rolled out to all the 290 constituencies. I am appalled because in Kakamega County, this programme does not exist in Nabakholo Consituency, Mumias West Constituency, Ileho Division of Shinyalu Constituency, Idakho North of Ikolomani Constituency and so on and so forth. The Chairman of the Committee could have helped us by analysing these figures a little bit. When you look at each respective county, you do not see why a county is given a particular amount in a particular month. At the very best, when you look at it, this seems to be done arbitrarily. The Government does not collect money, keep it in an account and then spend it. The Government spends as it collects.
