However, is he in order to attempt to do the work of the Chair of the Committee? Prof. Kindiki knows that in a Presidential System, a Member of Parliament cannot pretend to answer a question on behalf of the Executive, irrespective of the background of that Member. You will recall that on 23rd May this year, the Chairman of the Committee on Devolution read here a Statement upon my request for him to assure the House that the Department of Devolution was not created for us to control the county governments.
