  • 22 Nov 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. I want to request that you find the Minister in breach of the Standing Orders to this extent, that Commitees of this House are part of the House. When the same Minister appeared before the Public Accounts Committee when we were investigating the issue of the contract of De La Rue, he gave us the same story and when we referred to the Constitution, the Minister conceded and actually allowed the Auditor-General to access the CBK. That then gave us the result of the report by the Controller and Auditor-General which had ... view
  • 22 Nov 2012 in National Assembly: Mr. Speaker, Sir, the people of Ikolomani are in a state of shock from the way this Government is treating them. In July this year, the CDF submitted to the Board their projects and it was constituency No.11 to do so in the whole country. The Board approved those projects. However, as I speak all other constituencies have already received 50 per cent, but Ikolomani has not received a single cent. Could the Minister confirm or deny that the people of Ikolomani are being frustrated by his Ministry, because of the work that I carry out in overseeing the misuse ... view
  • 22 Nov 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. I am not joking. This is not only limited to the Ministry of Planning, National Development and Vision 2030 that oversights the Constituencies Development Fund (CDF). Also, in my constituency, a road connecting--- view
  • 22 Nov 2012 in National Assembly: Yes, Mr. Speaker, Sir. I want to prove that. view
  • 22 Nov 2012 in National Assembly: Mr. Speaker, Sir, the road that connects Sigalagala junction to Butere Town that serves my constituency again has been stopped. I went and visited the contractor and he told me that Treasury has told him that there were no funds and, therefore, he should hold. Is the Minister in order to refuse to respond to my fears and simply tell me that I should go and find out from the Ministry concerned when, in fact, this is also happening directly from his Ministry? It is a serious matter. I speak on behalf of my people. view
  • 22 Nov 2012 in National Assembly: Mr. Speaker, Sir, the connection I was making if you heard me at the beginning, I was saying I am worried that the Government is not treating my people favourably because of the pressure as the Chairman of the Public Accounts Committee (PAC) I have been putting in. So, I gave the example of the Ministry of Planning, National Development and Vision 2030. So, when he dismissed me that I should go and find out, I made it broader by now bringing in the issue of the other Ministry. It is serious and protect the people of Ikolomani. view
  • 20 Nov 2012 in National Assembly: Mr. Speaker, Sir, before we went on recess you had given us a two weeks period to look at the troubles bedeviling Banita Settlement Scheme. The two weeks have expired and we have made a lot of progress. We are unable to table the report and so we are requesting that you give us two more weeks. This is because we have not talked to the Provincial Commissioner (PC), the Permanent Secretary and a few more witnesses. view
  • 20 Nov 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. The Assistant Minister is saying that he is not able to table the contracts. These are contracts worth Kshs1 billion. Therefore, if he does not table the contracts before Parliament, it means that he is not ready to answer the Question. We must push him to come back when he has these contracts because that is the gist of the matter. We want to see how Kshs1 billion was appropriated. view
  • 20 Nov 2012 in National Assembly: Mr. Speaker, Sir, I rise to request for a Ministerial Statement from the Minister for Justice, National Cohesion and Constitutional Affairs regarding the ongoing registration of voters by the Independent Electoral and Boundaries Commission (IEBC). Could he clarify if he is aware that thousands of youth currently holding waiting cards, otherwise called nusu kipande, are unable to be listed as voters in the forthcoming General Elections? Is he also aware that many elderly voters who have the old generation identity cards are being denied an opportunity to register as voters? Could he also clarify if he is aware that a ... view
  • 20 Nov 2012 in National Assembly: members of the African Church of Holy Spirit, otherwise called Avakambuli in my community and nuns of the Catholic Church are being denied registration unless they agree to strip their heads bare for photo sessions? Could he clarify if he is aware of these three issues? What is he doing to ensure that all these Kenyans are not denied their constitutional right to vote? view
