  • 5 Sep 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. It is now two weeks since I requested for the Prime Minister to address the House on what took place during the visit by Hillary Clinton. view
  • 5 Sep 2012 in National Assembly: Madam Temporary Deputy Speaker, I would like to congratulate hon. Chachu, who is an able Member of the Public Accounts Committee (PAC) which I chair, for this very important Bill. view
  • 5 Sep 2012 in National Assembly: Madam Temporary Deputy Speaker, it is so unfortunate that a country like Kenya which is endowed with a lot of rain and fertile soil in one part of the country, can every year be living from crisis to crisis on the issues of drought management. We must make sure that this particular Bill passes and this Authority is in place, so that besides what is envisaged in this Bill by the hon. Member, the Authority can have the power to manage the water resource that is usually the biggest crisis in these areas and draw experiences from successful countries like ... view
  • 5 Sep 2012 in National Assembly: Madam Temporary Deputy Speaker, with those few remarks, I second. view
  • 5 Sep 2012 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I want to start by thanking the Minister for having come out very clearly yesterday that the exercise we are engaged in should not send a wrong a message that we are attempting, through the back door to postpone the election. It is important that the country knows that we are all committed to the election taking place on 4th March, 2013. I have two small points to make. The first one is as my colleagues have said that IEBC should, again, reexamine its mandate. When they jump and throw to us and the ... view
  • 5 Sep 2012 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. I would like to appeal to the Minister that he seems to be missing the theme of this Motion. The theme of the Motion is for him to come and explain to us what he is doing to return the country to normalcy. We would like him, kindly, to change his tone. The strong points that he is giving us are important, but he will give them to the teachers during negotiations. Right now, let us have a tone that will return our children to class. view
  • 4 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, I do not know whether the hon. Assistant Minister was listening to himself. He told us that they put this road as a one-line item in the budget and, therefore, went ahead and tendered as they were waiting for the Treasury to pump in more money. Could he tell us who comes up with that decision because in the five years that have intervened, many other roads have been given money and constructed. What standard did you use to discriminate against the people of Ukambani? view
  • 4 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, is the Assistant Minister in order to suggest that, for that reason they cannot pay Abass when he knows that every year, the Government of Kenya pays out monies to widows, through two special funds called the Asiatic Widows’ and Orphans’ Pension Fund and the European Widows’ and Orphans’ Pension Fund? These are widows of officers who served with Abass Sheikh before Independence. The Government has no shame of setting aside funds for those people and leave out a group of other people, who are actually black Kenyans. Is this not the same discrimination that the ... view
  • 4 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, my point of order is on a very small issue, but which is important. I just reminded the Assistant Minister that we have two funds in the Ministry, which address widows of Asiatic and European origins, who worked with this old man in the same army. view
  • 4 Sep 2012 in National Assembly: Yes, Mr. Deputy Speaker, Sir. I want him to clarify, so that the rest of the people who have issues similar to that of Abass do not have to queue outside his office, or come to their Members of Parliament for redress. I would like him to make an announcement here on the same or put up an advertisement through the electronic and print media, asking such people view
