  • 24 Aug 2012 in National Assembly: Mr. Chairman, Sir, because we are now about to vote, I want to request the Chair to kindly re-invite the hon. Keynan to explain something which is not clear to us. Once it is clear, we shall vote. . Clause 9(1)(d), which we are amending, says report to the President, the National Security Council and the Cabinet Secretary. To my mind, this means that he will be reporting daily on operational issues. So, if we add in Parliament, whose role is to oversight, principally, on matters of accounts, how the money was spent---. view
  • 24 Aug 2012 in National Assembly: Let me make my point. I want him to clarify for me because it is serious. You cannot expect over 400 Members of Parliament to maintain confidentiality on operational matters of this organization. I insist that we be convinced that if add here this word view

  • 24 Aug 2012 in National Assembly: Madam Temporary Deputy Chairlady, I have a serious difficulty with what we are about to do. If we delete Clause 67, I would like hon. Members to look at what the clause is saying at the moment. If you look at Sub-clause 2, it is saying: “Notwithstanding Sub-section 1, the Committee shall not.” It prohibits the Committee in those many lines from indulging in operational issues of the Service. Let me make my point. I do not have to be right but you can hear me. So, the real success of the Service is housed in the fact, that it ... view

  • 24 Aug 2012 in National Assembly: Madam Temporary Deputy Chairlady, I want to thank the hon. Member. I think he should have stood on a point of information but, unfortunately, that information is nothing new. The point I was trying to make is that the oversight role of Parliament is supposed to be limited to - in this particular respect - to the issue of oversighting administrative matters within the service and oversighting the expenditure of the service. But if you oversight operational issues, then you are operating outside the common parlance of Parliament. I do not have to be a lawyer to understand the Standing ... view

  • 24 Aug 2012 in National Assembly: This matter is very important. It would help Mr. Martin if he accords me the respects that I give him. I have seen these issues when political parties are in the Opposition and they want to make the party that is ruling to look bad. Does this House want to tell us that if you now have the power to interrogate operational issues, you can come and ask them to disclose their strategy on how to catch people who are posing a threat to security in the country? view
