Mr. Temporary Deputy Speaker, Sir, there are two key Bills which I want to request the Assistant Minister to address himself to because these two Bills have already been overtaken by events. These are the Bills that give effect to Section 217 of the Constitution in respect of the criteria of allocating funds to the counties; that is, the Division of Revenue Allocation Bill and the County Allocation Revenue Bill. Indeed, I have no problem with the Assistant Minister finding time to look at it but may I remind him that already in his Ministry, there is a Ministerial Statement pending which was asked in this House by myself on 8th May, 2012 in respect of these two Bills. This arose after there was an outcry by hon. Members, some for and others against, when the CRA decided to release the funds that it will give different counties. On a point of order, Mr. Temporary Deputy Speaker. It is within the mandate of the Minister to give policy direction to all departments within his Ministry. In view of the fact that this same Commission is supposed to investigate Kiplagat, is he satisfied that this is going to be effective? Is he satisfied that in so doing, it is going to give a sense of reconciliation to the victims; of what Kiplagat is accused of?

Madam Temporary Deputy Speaker, I also rise to support The Statute Law (Miscellaneous Amendments) Bill. But my support is hinged on the fact that during the Committee of the whole House, I will endeavour to make several corrections. Madam Temporary Deputy Speaker, during that time, I will endeavour to restore Section 38 of the Sexual Offences Act, which this Bill is attempting to delete.
