  • 9 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this problem reflects what occurs in the country almost on a weekly basis. The Assistant Minister is aware that one of the contributing factors is lack of equipment that the police can use. How much money view
  • 9 May 2012 in National Assembly: has he put in the current Budget, so that vehicles, firearms and communication equipment are bought to ensure that the police are up to date? view
  • 9 May 2012 in National Assembly: Mr. Speaker, Sir, in the recent past it has been the practice of the Government that these graduates are given an opportunity to serve either in the defence forces, regular police or the Administration Police. Could the Minister confirm whether in the recruitment this year this is going to be the case? If it is, how many people will be taken from each constituency to ensure equity? view
  • 9 May 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Minister in order to refuse to answer that question while he knows very well that information in our possession tells us that this officer was actually found with empty cans that carry oil that fills the engine. If that is the value that they are calling aviation equipment, it is only fair that he gives us the list of that equipment. You cannot just sack a Kenyan because he was found with cans. view
  • 9 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to oppose this Motion for the same reasons that the other Members have given. More importantly, it is because Mr. Orengo is here; Mr. Orengo the Minister for Lands, this is your Motion. I want you to think about what I want to say now. Mr. Temporary Deputy Speaker, Sir, I am opposing this Motion so that we give the Government an opportunity to go and have a re-look at it and realize that all the Ministers and co-principals are all stuck in the past. This is because what we are doing here ... view
  • 9 May 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker. A few minutes ago I argued very strongly that the Motion which is now before the House has no relevance in our Standing Orders. It is not founded in our Constitution and I had invited you to make a ruling to the effect that for us to be seen to be proceeding in accordance with the new Constitution and in accordance with the Standing Orders and I have read Standing Order No.18 (3), you direct the Leader of Government Business to either amend this Motion or withdraw it and bring the ... view
  • 9 May 2012 in National Assembly: Mr. Speaker, Sir, one sure way of sparking off violence on nomination day is for a popular candidate to go into the nomination and come out and tell his supporters: “I have been blocked.” Under the Elections Act, Section 22, we have provided high standards that presidential contenders and their deputies, governors and their deputies must hold a degree and as a result of that, many potential candidates are now scrambling going around for certificates, diplomas and degrees – some of those degrees even being honorary and not academic. view
  • 9 May 2012 in National Assembly: Could the Prime Minister tell us what instruments the Government is going to put in place to ensure that some of these certificates, diplomas and degrees that people are scrambling for – some of which are obviously fake - will receive sufficient authentication so that people with fake documents do not sneak into leadership in the country? view
  • 9 May 2012 in National Assembly: Madam Temporary Deputy Chairlady, if you look at Rule 17(a), and allow me to read it, you will find it says:- “the Returning Officer shall report to the National Assembly the results of the election together with the number of votes recorded for each candidate under the cluster of each party.” I support this, but I would just like it to be on record that it would have been clearer if we had indicated report at what time because it leaves it hanging. We would like it to mean that the reporting is at the end of the exercise and ... view
  • 9 May 2012 in National Assembly: Madam Temporary Deputy Chairlady, allow me to propose that after the word “and” we say, “at the end of the voting exercise”. view
