At Bingwa, members of the SACCO are very uncomfortable with one of the directors; he was even unable to get a certificate of good conduct from the police. Could she tell us what she is doing to ensure that only men and women of integrity are allowed to be in charge of SACCO funds? view

On 31st December, 2010, I had the privilege of sharing in the Butsotso Cultural day in Lurambi Constituency, Kakamega County, with the Minister. The Minister committed his Ministry and said that they would provide funds to construct a cultural centre for the Butsotso People on condition that the people of Butsotso gave land on which the construction would be done. Could the Assistant Minister tell us why he has not included this cultural centre in the budget even after I, Dr. Bonny Khalwale, donated eight acres of land for the construction of the centre? ... view

Is the Assistant Minister in order to evade answering the question and hide in the fact that Butsotso Cultural Centre is not in Ikolomani Constituency and, therefore, I cannot ask the question, when he has heard me say that I have donated eight acres for the construction of this centre for the simple reason that I am the cultural ambassador of the Luhya culture? I have donated this land. Could he tell us why he has not factored it in the budget? view
  • 25 Apr 2012 in National Assembly: Mr. Deputy Speaker, what is happening now is that the documentation process is ongoing. Already, the people of Butsotso have written a letter to the Ministry confirming that they now have land. So, all they needed to do is to do the due process and factor it into the budget. Hon. Keya, the Member for the area has already provided money which we are using to do the documentation. This is a practical question. There are only 16 cultural centres and he can make the Butsotso Cultural Centre the 17th one. view

Could the Assistant Minister give the justification why Nairobi and Kakamega counties received a mere three schools like all the other counties when we know that these counties are the largest in the country? More importantly, maybe on a point of order, is he in order to mislead the House that each constituency was given a school? Clearly, Musoli Girls is in Ikolomani in Kakamega, Shibuye Girls is in Shinyalu in Kakamega and Malava Boys is in Malava in Kakamega. Lurambi and Nabakholo in Kakamega County received nothing. view

The point I am making is that if each of the 210 constituencies got, at least, one school, which constituency got the share for Lurambi Constituency? The Member of Parliament is here and none of his schools are in the list. view

Late last year, this Question came with this meaning, but in a slightly different format. The Minister did undertake to visit all the ESP projects around the country and table his findings in the House. Since what is obtaining in this particular Question applies to all the projects in the country, could the Chair direct that the Assistant Minister tables that report and also allows me to record that he never went to Ikolomani or Juja? view

There is another aspect, and that is the processing itself.
