(a) Is the Minister aware that advocates at the Bungoma High Court have been boycotting court sessions since 2011 in protest of the shortage of judges at the court? (b) What measures will the Minister take to arrest the situation which is denying Kenyans access to justice? view
  • 23 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I cannot attempt to overrule the Chair. This Question is so practical. In Bungoma as we speak now there is no justice being dispensed. The Assistant Minister has been saying: “I will come tomorrow, I will come the following day.” Mr. Deputy Speaker, Sir, you have a lot of power where you are seated. I request that at the very worst, we do it this afternoon, the reason being that I will be in Kigali on Tuesday and Wednesday. view

Is the Chair satisfied that the Assistant Minister is answering this Question when, in fact, in part (c) he was asked what urgent measures he is going to take to solve the problem of water shortage but in his answer he is saying that they have agreed on a programme of rationing water supply. If he has gone there to ration water supply, is he solving the problem of water shortage? Is the Chair satisfied that he is answering the Question? view

Kenyans must know that we are in this crisis because the Government refused to act in time. The same Kenyans must know that this Special Sitting was actually initiated by Back Benchers. Is it purely by coincidence that today in the morning any matter touching on the Constitution has been carefully dodged by the Government? The question I had on the High Court is because we were expecting that the new Chief Justice would now be spreading judges equally across the Counties.
