  • 21 Feb 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, having talked about the issue of funding and structures, allow me to mention something about oversight. This is found in Clause 10. In this clause, there is an attempt to suggest how oversight will be done. You are trying to incorporate the National Assembly and, at the same time, you are trying to incorporate the senate and the county assembly. This is all very well. However, what does the Constitution say? The Constitution of Kenya says that the Member of Parliament will represent the constituents of his constituency. The senator under the Constitution will represent ... view

  • 21 Feb 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I could not agree more with what the hon. Member has said. One last point about the senate is in respect of the decisions of the summit. The Minister provides expressly in this Bill that those decisions must receive approval of the senate. If a decision of the summit where the only representative of the county was the governor and maybe because this governor comes from a small state, he was overrun by the so-called majority within that summit, then when the resolution is brought before the senate, the senate will be able to put ... view
  • 21 Feb 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. A statistic variance that I want to use to advance my argument using Mandera as the example applies to Mandera, Wajir, Lagdera and Turkana. It is curious that the smoothened figures for Mandera that the Minister has given us are around 627,000 people and the statistical factor I want to introduce is the adult registered voters. In the same districts, there are a total of 81,000 registered voters. These are voters for 627,000 inhabitants of those districts. Mr. Speaker, Sir, I would like you to compare this with what obtains in your ... view
  • 21 Feb 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Minister in order to allude to the fact that they used scientific methods to arrive at the figure and in the same breadth admit that there was collusion amongst local clerks? Would it not be in order that he owns up and tells the Republic of Kenya that he does not know the population of Kenya; he was unable to count Kenyans? view
  • 21 Feb 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Minister in order to play around with words and run our heads round? At the beginning, he told us that the Attorney-General has given notice for appeal of the ruling. Therefore, if they are convinced, as the Government, that there was nothing wrong, why have they given notice for appeal? Is he in order? He should own up that he does not know the population of Kenya. view
  • 16 Feb 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Hon. Mungatana argued very well yesterday about the need to simplify the removal of the Deputy Speaker in the County Assembly. I am following him very keenly, and want him to justify why he thinks we should make it easy for the Speaker of the County Assembly to be removed but make it difficult for the Governor to be removed. It is important that we understand this. view
  • 16 Feb 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I want to thank you for giving hon. Mungatana those two minutes, but before they commence probably he should use them or another 30 seconds, to be even clearer. He is a very close friend, and I know that the hon. Member wants to run for governorship! I want it to be clear! view

  • 16 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I would like him to make it clear whether it is not his interest that is making him want to create a dictator of a Governor and make a democrat of a Speaker! view
