I have found in my four years in Public Accounts Committee (PAC) that the beginning of corruption is at procurement. It is such that if an investor must win a tender, he must set aside some funds which he will spend on the tender committee. Our poor youth have no such slash funds which they can keep aside for purposes of paying 10 per cent to the procurement committee, the tender committee and the balance to do the actual investment. The Attorney- General has a lot of respect for the judicial arm of this Government, and he knows that this is not a banana republic. Is he in order to hide behind issues of faith about being helpless and so on, when we know that this House passed the Organized Crimes Act which, amongst other things, provides that proceeds from organized crime can actually be secured by this Government so as to restitute these people? view

Again, this student is from my community, and the Assistant Minister seems to take the evidence at hand to be non-committing. We already have pangas which have finger prints, the voice of the man, and the Statement from the victim, Mr. Natembeya. Why is he not arresting these people; little students who cannot be difficult for him to get, although he claims that they have gone underground? view

We find it very difficult to believe him because just a few months ago, he was all over this place running helter skelter that we give him our okay so that he could then offer concessioning for Uhuru Highway.
