  • 16 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am saying these things because, one, if the Members of Parliament are so accused then maybe, they were inciting those people to go and behave the way they were seen on television behaving or put up multimillion shilling houses. Also, maybe the Ministers meant that the Members of Parliament who are being accused are the ones who got the land allocated to them and then, subsequently sold it to these members of the public who are now crying and suffering. Alternatively, it could be, like in the case of Kyang’ombe Village in Embakasi, that ... view
  • 16 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, lastly, it could be that we have hon. Members here who are landgrabbers. This must be made clear. view

  • 16 Nov 2011 in National Assembly: Mr. Speaker, Sir, mine is a very short point. The Minister has quoted extensively from the new Constitution. Allow me, Chair, to invite him to read with me the Sixth Schedule, Article 262, Section 7(3). Kindly, Mr. Minister, if you can go to Article 89 (2). The requirement that a review of constituency and ward boundaries shall be completed, at least, 12 months before a general election does not apply to the review of the boundaries preceding the first elections under this Constitution. That is the law. So, why are you worried about the 80 constituencies? Give us the new ... view

  • 15 Nov 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to mislead the House that the officers in the Ministry of Education are appearing in court because of the money which is being refunded when we know that the officers are in court merely for Kshs13 million by way of imprests? However, the money which is being reimbursed as being lost in the Ministry of Education is in two payments; one of Kshs347 million and another one of Kshs63 million. Could the Assistant Minister tell us the officers who are answering for that bulk money instead ... view
  • 15 Nov 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I appreciate your ruling, but you also remember that a few hours ago, the Chair also ruled that at 5.00 p.m. sharp, the House will adjourn to discuss a matter of grave national importance. view
  • 15 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, in view of that, allow me to remind the Chair that you remain in that ruling which you made yourself so that we go--- view
  • 15 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, my sympathies to all the families who have been displaced because of that action by the Grand Coalition Government. view
  • 15 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, when I think about what is going on now, I say to myself probably this is why we must appreciate that leadership is not an easy thing. This is the challenge to leadership at its highest level. When this House debated the issue of the eviction of the people from the Mau, it was because we wanted a better solution, and still preserve the environment. Today, when we are debating the issue of Syokimau let us not lose focus. Let us empathize with those families. Let us push the Government to be empathetic to those ... view
