On a point of order, Madam Temporary Deputy Speaker. Thank you for that decision that we be given time to study the list. Could you also direct the Assistant Minister to further table the breakdown showing where the money went? In that list, he has merely given us names. We want to be satisfied that since Kakamega County produces 80 per cent of all the sugar-cane in the country, we also should have affirmative action in supporting the farmers. So, could you direct that he tables a list showing how much money went to each of the sugar-cane growing areas?

Mr. Speaker, Sir, it is just a small point. I had raised the issue of double standards in respect of the hon. William Ruto, who was cleared by the High Court and the hon. Mwau, who was exonerated by a Minister. I just want the Prime Minister to clarify that.

Mr. Temporary Deputy Speaker, Sir, it is important that we stop the culture of our lecturers having their matters of welfare addressed through strikes. Could the Minister clarify what she is doing to ensure that the Salaries and Remuneration Commission will be the one that will bind these lecturers, so that, never again should lecturers expect their salaries and allowances increased. They should do it outside this Commission.

On a point of order, Mr. Deputy Speaker, Sir. Mr. Orengo, has been quoted severally, both as a Minister for Lands and before he became a Minister, telling Kenyans that he is going to implement the Ndung’u Report on public land which was fraudulently acquired. Is he in order to ask hon. Members to give him a solution, when he already has the instrument which he can use to recover public land?

On a point of order, Madam Temporary Deputy Speaker. Can the Chair allow the Assistant Minister to continue reading to us a meaningless Statement? He is telling us that the public health is not collapsing while we know that patients have died all the way from Coast to Nairobi, Kakamega, Busia and everywhere.

Madam Temporary Deputy Speaker, I wish the Assistant Minister could know that in 1967 when Prof. Maina Mungai and Prof. Nelson Wanyama Awori left Makerere University to come and start the School of Medicine at the University of Nairobi, they never wanted to train our doctors so that they leave and go to the United States of America and Britain. That is brain drain. The doctors we are losing are unique brains in the international community. Today, Prof. Jaoko and Prof. Omu Anzala are on the verge of getting a breakthrough in fighting HIV/AIDS through a vaccine. Dr. Noreh today ...
