  • 26 Oct 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir, I merely requested that the Minister indicates to this House when she is going to bring the Bill that is going to give effect to Section 57 (d) of the Constitution, which they are trying to play around with, so that they embezzle and misappropriate the money that is available. view

  • 26 Oct 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Matters of the Constitution cannot just be joked around with. view
  • 26 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, the Minister is telling us that the only reason why this Bill has not been brought before the House is because of consultations that she is talking about, yet the Minister ought to know that to give effect to the new Constitution, you have an Attorney-General; he is expected to consult with the Constitutional Implementation Committee (CIC) and the Law Reform Commission; this has nothing to do with those consultations you are talking about. When are you going to give us the law? view
  • 26 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, before we went on recess I tabled documents here in connection with Pumwani Maternity Hospital on the request of the Deputy Prime Minister and Minister for Local Government. He had indicated that he needed one week to study them and respond to the issues that we had raised. I request that the Chair makes a ruling about the same. view
  • 26 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to start by congratulating hon. Dalmas Otieno, the Minister of State for Public Service. Every time I listen to hon. Dalmas Otieno, I cannot avoid getting impressed. I am happy that hon. Otieno still acts with the passion he had when we were at the Bomas of Kenya, where we fought for the second phase of the new Constitution and eventually got it. I say so because this is the first attempt by the Government to try and bring civil servants and, indeed, the entire public service, in line with the letter ... view
  • 26 Oct 2011 in National Assembly: time, it will then be very easy for us to tell them: You are being paid well. You can be patriotic. Let public funds be left for the development of the country. Having said this, I want to request the Minister that before we move to the Committee Stage and Third Reading of this Bill – we shall be there in the usual manner – he should undertake further consultations. Consider some of the little comments we are making here. I am not an expert in this thing but there are experts out there. We would like you to undertake ... view
  • 26 Oct 2011 in National Assembly: Minister or the President that they performed well. This is something that can be thought through by our professionals because they know these things. There is the concept of Rapid Results Initiative (RRI). These are innovative ways of thinking, through consultations with professionals and other stakeholders. The Minister will be able to arrive at an almost attractive model that will move Kenya to the next level in our training. All academicians over the world, you and I, included, know that nowhere in the world do we have a school for teaching experience. Experience can only be learned on the job. ... view
  • 25 Oct 2011 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has told us that to provide an answer to the concerns of Mr. Mungatana, his Ministry intends to move a constitutional amendment Bill. Allow me to state that Kenyans--- view
  • 25 Oct 2011 in National Assembly: Mr. Speaker, Sir, I am building this because I am seeing a very serious danger. I want to state as follows: When we passed the new Constitution, Kenyans who understood what they were doing - and they were the majority - understood the date of the elections to be in August next year. Now the Assistant Minister wants to create an excuse of 80 new constituencies to move the date from what Kenyans expect; just like they have created an excuse in the issue of gender; just like they intend to turn everything possible to change that date. Could the ... view
