We have tabled here documents showing that in the year 2006/2007, the Government was unable to spend Kshs49.5 billion. In the previous year, the Government was unable to spend Kshs56.6 billion. It goes without saying that even in this financial year, the Government will also be unable to spend another Kshs50 billion plus. He knows that the reason for tuition is because the teachers know that during normal hours, there is not enough teaching. That is why he is financing tuition because he is rich, but the children of the poor cannot have that facility. It will take quite a bit of time before some of the illiterate people who carry out the operation to come to terms with this law. This board is already pre-existing; only that it is called the National Steering Committee on Female Genital Mutilation. All they are doing here is that they are putting it in the name which they think should be ideal and I do not think it will visit any further cost to the Exchequer and, therefore, we should support it. view
