  • 28 Jul 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I would like to agree with the guidance you are giving the House. However, allow me to also ventilate in the meaning of what you are saying. The Appropriation Bill does not just happen in the House. There is a build up to it. The build up under the new Constitution, now includes what we did yesterday. That build up is continuing up to today. In fact, for your Ministry, it is coming today. So, if you do not respect the build up that we started yesterday be prepared for this ... view
  • 28 Jul 2011 in National Assembly: Yes, I would like him to inform me. He was my teacher at the medical school. view
  • 28 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, the hon. Member has agreed that we go ahead, and I quickly scanned this list. Maybe, there is merit for us to be given time to have a look at it because of the names of three people I have seen. I have seen people listed as “Turkana” hidden in the list to please the House. Gabriel Rokata Wosone is not a Turkana. I am telling you this because I am a neighbour of Turkana. There is Obed Lichiria, who is obviously from Kakamega. There is also a Mr. Boniface Walaal. So, there is merit in ... view
  • 28 Jul 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. It looks like the Minister is answering his own question. The spirit of this Question is that we want to use the National Assembly to confirm that this Government is practising affirmative action in respect of marginalised community called “Turkana”. As if that is not enough, we even now have Hezron Lishenga Wabomba and Wilson Sitati being listed as Turkanas. We have Japheth Omuga Ajwang being listed as a Turkana. Surely, why do you not give us an answer for the Question we asked you, Minister? You know how much I ... view
  • 28 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, just before the Minister responds, the Minister should also come with a draft Bill to suggest a possible law which can operationalize the office of the Government Printer, so that the Government Printer is aware that he is operating within a particular statute. view
  • 28 Jul 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Since the Deputy Leader of Government Business is here and you have deferred Order No.10, there is something which catches my eye--- view
  • 28 Jul 2011 in National Assembly: I am sorry, Mr. Deputy Speaker, Sir. We heard “Order No.10.” view
  • 28 Jul 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Since the Minister has cited the CDF Act, there is a small point of law about that Act which is disturbing me; maybe the Minister could tell us whether they satisfied themselves about the same. There is a proviso that once appointed, members of the CDF committee should serve for three years. You will recall that the last time this committee was constituted was on 17th June, 2009. The small point of law I am arguing is that if they were constituted on 17th June, 2009, it means their tenure will ... view
  • 27 Jul 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I do not want to contest your direction. However, if you look at part “c” of the Question, the Member is asking what steps the Minister is taking to boost security and guarantee safety to residents of Narok Town and its environs and to all Kenyans in general. The hon. Member has told us that he filed this Question by Private Notice one month ago. In view of part “c”, the Chair should take more stern action against the Government! It then means that probably the Member should be allowed ... view
  • 27 Jul 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, allow me to pass my condolences to the families of Shikoti Sub-Location in Kakamega, who two nights ago, were attacked by a gang of ten gangsters wearing police uniforms, thanks to this Assistant Minister who is sleeping on the job. Mr. Temporary Deputy Speaker, Sir, I want to thank him for saying that he intends to buy motorbikes for these chiefs. But more importantly, the security we have in our villages in the rural areas is thanks to the organized community policing, which in Kakamega we call Viji. What plans does the Assistant Minister have ... view
