It provides that our youth must be given access to relevant education and training. Therefore, by so saying, this Constitution has now actually made in that particular Section 55(a), this to be a constitutional right.   • 1 Sep 2010 in National Assembly: Madam Temporary Deputy Speaker, I cannot conclude without making a small comment about our teachers. Our teachers are the ones who preside over national examinations that enable our children to go to universities to access this Higher Education Loans Board (HELB), and I am glad the Minister is here. It is very embarrassing to see that the welfare of teachers is not addressed during national examinations. These teachers, to mark those examinations, are accommodated in dormitories where little boys and girls sleep. We allow adults like hon.
