  • 26 Aug 2010 in National Assembly: It is very unfortunate that the real development of roads in this country is normally done through development partners. This year, we have nine development partners, namely, the EU, International Development Agency (IDA), the Government of France, the Nordic countries, the African Development Bank (ADB), the Government of China, the OPEC countries, Arab Bank for Economic Development in Africa (BADEA) and the Government of Saudi Arabia. They intend to inject over Kshs50 billion into our road infrastructure. But believe me, none of those billions have been allocated to Upper Eastern, North Eastern and Western Province. view
  • 26 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, in Nyanza, the funds have been allocated there! In Central, the funds have been allocated there! In Rift Valley, the funds have been allocated there. This is the case also for Coast Province! Look at your books! We have to be factual when we are here. I beg the leadership of the country that it is not every community--- It is not every province that can produce the top most leadership of the country. So when we are at the top, we must be prepared to serve the whole country. This unfortunate state where the ... view

  • 26 Aug 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I want to appeal to the Chair that hon. Members who are in this House are not only leaders of this Republic, but they are also friends of democracy and friends of Kenyans, who gave us this Constitution. I am, therefore, asking the Chair to guide this House and the Republic on whether the expectation by the public that the list of Ministers who will be sworn tomorrow under the new Constitution should not be made public before the day of swearing, as is the tradition in the governance of this country. ... view

  • 26 Aug 2010 in National Assembly: Thank you, Mr. Speaker, Sir, for the protection. I am very clear at this stage that I am standing on a point of order. But after we start debate, with the permission of the Chair, I will move my amendment. So that I am not cut short from my list of concerns on behalf of Kenyans, Kenyans will be wondering who these people are. Could they be the same ones who are also involved in the Triton Oil Saga? view
  • 26 Aug 2010 in National Assembly: Thank you very much, Mr. Speaker, Sir. Hon. Kiraitu knows me very well that if I intend to mention him, I will definitely come on this Dispatch Box with a substantive Motion, that time is yet to come. Chapter Six of the new Constitution on Leadership and Integrity should touch the hearts of us Kenyans, if, indeed, as leaders of this Republic, we answer to the call of being friends of democracy. view
  • 26 Aug 2010 in National Assembly: Mr. Speaker, Sir, I was saying that if we were to humble ourselves and submit to the expectations of Kenyans, that we be seen and remain to be friends of democracy and friends of the Kenyans who voted, especially the Kenyans who made sacrifices, including losing their lives. This Chapter on Leadership and Integrity Article 73(1)(a)(ii) says as follows:- “A public officer should be seen to demonstrate respect for the people. (iii) Should be seen to bring honour to the nation and the dignity of that office. (iii) He should be seen to promote public confidence in the integrity of ... view
