  • 30 Jun 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. The decision that has been taken by the Government has got far reaching implications to just about everybody in this country. I rise on a point of order to request that the Minister considers giving a notice of Motion of Adjournment, so that we can address this matter sufficiently. The points raised by hon. Mungatana, for example, are very serious. For the last ten years when we have been federating, we have been having serious trade asymmetry whereby goods leaving Kenya going to the other East African countries attract duty, but goods ... view
  • 30 Jun 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to support this Motion. As I support the Motion, I am well aware that in this Report that I have read, a total of 369 Kenyans appeared before the Tribunal to make presentations. I have found that out of these 369 Kenyans, 295 of them made oral submissions; 70 of them made written submissions and four of them presented questionnaires. That this Tribunal has finally made this Report, that we are supporting, is a move towards restoring honor to the profession of politics. Mr. Temporary Deputy Speaker, in this country, whenever ... view
  • 30 Jun 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Hon. Odhiambo raised a very pertinent issue. She said we passed a Bill here that was intended to regulate the practice of traditional medicine. The Assistant Minister is avoiding telling the House when this Bill will be enacted and operationalized. view

  • 24 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, there are two sides of this problem. There is the blame that this House might wish to think should be apportioned to the bank but we should also accept that when people borrow money, they should be prepared to re-pay. In fact, NBK is one of those institutions in respect of which I remember hon. Michuki, when he was the Minister for Finance--- view
  • 24 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am building the question, with your permission. We release public funds to try and help NBK. Having rushed to negotiate with the bank manager, and also having talked to the Mayor, what steps has the Assistant Minister taken to order for a special audit into the accounts of the Municipal Council of Kisumu to make sure that men and women who are in charge of public funds are not misusing them and failing to service loans, which they should have serviced in the first place? view
  • 24 Jun 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. It is just going through my mind that this money is being released for civic education and, according to the Constitution of Kenya Review Act, the civic education period is about to come to an end. So, if we do not tackle it now, what will be the use of tackling it when the civic education period is over? view
  • 24 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, as I join the rest of the hon. Members in congratulating hon. Mututho, it reminds me of yesterday. From yesterday, good things seem to be happening in this country. This is because yesterday, we talked about price controls. That was, indeed, a Bill of the people. Mr. Temporary Deputy Speaker, Sir, today, we are talking about this Bill which, in my view, again, is a Bill of the people for the following reasons. Now that this is going to become law, members of the Provincial Administration, who have taken upon themselves to create kangaroo courts ... view
