Could the Minister accept to receive from me a copy of a document indicating that his predecessor, the former Minister in his Ministry, chaired a meeting which established that the Commissioner of Lands issued this title deed to one Mr. Nelson C. Koech, who hurriedly sold it to Mr. Lawrence Muriuki. Maybe, from there, Mr. Muriuki will tell him how he moved on to form that limited liability company? I table the document so that he can make use of it. view

Is the Minister in order to mislead the House that he finds himself helpless in so far as gazzetment of the new health centres is concerned when we know that he is the one who is supposed to gazette those particular institutions? view

Alliance quoted the tender at Kshs110 million and when he was awarded, he was allowed to supply at Kshs135 million. The Minister has said that he is not capable of responding and he would rather the Ministry of Finance does that. In that case, can we defer the Question completely, so that we scrutinize this further and also give him time to liaise with the Ministry of Finance to agree on who is going to inform the House? view

I have carried, for purposes of helping the Minister, a copy of the said sutures that belong to the Government of Kenya, Ministry of Health. They were manufactured specifically for the Government in 2006 and they are marked to expire at the end of next year. The import of this is that by denying delivery of these sutures, you have occasioned an acute shortage to hospitals, and this automatically leads to patients dying when they are denied emergency surgery.   • 10 Sep 2009 in National Assembly: After laying that sample on the Table, my question is: In view of the fact that the Minister now knows that the sutures are there and that they belong to the Government and to his Ministry, could he order that they be supplied to hospitals? Perusing through all communications between the Ministry, the KACC, the Attorney-General’s Office and everybody, I do not see why he cannot order that the sutures be supplied to hospitals. view

Instead of running the Ministry, he runs to the KACC which tells him – and the letter has been tabled – that they have no objection in him receiving the sutures. As far as this House is concerned, we are not interested in the legalese of whether the tendering process was fair or not.
