I have talked to him and he has deliberately decided not to issue it. Mr. Deputy Speaker, Sir, from the time the Ministry of Health was split, we have seen incessant fights between this Minister and the Minister for Public Health and Sanitation. The real reason why they are fighting is to control specific departments and funds. We know that this particular committee has a responsibility of controlling funds including the cost-sharing funds which is a lot of money. Could the Minister confirm that the reason why there are these delays is because they are fighting with his colleague over the control of funds that come under these particular management boards?
