Mr. Temporary Deputy Speaker, Sir, I was saying that the rich resource in the Migingo area and the prospects of oil and natural gas reserves is the principal motive why the leadership of Uganda is bent on taking away Migingo Island from us. Even if it annoys my brother, Mr. Musila, I want to reaffirm that Kenyans will not give away even an inch of the land. The President would better hear this loud and clear! Mr. Temporary Deputy Speaker, Sir, Uganda has severely failed the good neighbour test.

Mr. Temporary Deputy Speaker, Sir, if Uganda was a good neighbour, then she should not be associated with the sporadic attacks that we have seen historically, with Uganda attempting to take part of Kenya. Indeed, I remember when I was a little boy at Marinya Primary School, the then President of Uganda, Idi Amin, attempted to take over the entire Luhyia land and parts of the Rift Valley up to Naivasha, purporting that it was part of Uganda. On a point of order, Mr. Speaker, Sir. In view of your Communication and the progress report from the Chair, I am just reminded of what we did on 29th April, 2009 because we passed a Motion that basically allowed the Government to draw from the Consolidated Fund an amount that was for all intents and purposes erroneous. Mr. Speaker, Sir, in the late 1980s, Dr. Robert Ouko stood in this House and asked the then Minister for Lands this same question. He asked what they were going to do with the people around Kisumu Airport who had been displaced to pave way for the development of the airport. The answer he got was exactly the same as the one this Assistant Minister is giving. On a point of order, Mr. Deputy Speaker, Sir. Before you make a ruling, probably you wish to consider the fact that this House is not only made up of people from the legal fraternity. If you are not too careful when you are making the ruling, you might forget that you are going to attract other professionals. We have butchers and doctors in this House and they have their own kind of uniform. If then they start coming with those kinds of attire, we are going to cause a lot of confusion.
