On a point of order, Mr. Deputy Speaker, Sir. The letter that the Minister is referring to as having been a case of innuendoes, and whatever he has said, is actually referring to a letter of inquiry that was written by Mrs. Jacinta Mwatela. When she did this, she wanted to be guided.

asked the Minister of State for Provincial Administration and Internal Security:- (a) whether following the directive that banks hire armed police escort when transporting money, he could state the standardized rates for this service; (b) how much money has been realized by the Government from this service since 2003 to date; and, (c) whether he could explain how the money is normally appropriated.

Mr. Deputy Speaker, Sir, the then Minister for State for Provincial Administration and Internal Security actually issued an Executive directive that all money-carrying vans will be accompanied by armed police officers. The Assistant Minister should be aware of that directive. Is he convinced that with the kind of money they are paying our young people to expose themselves to this kind of risk is enough?

Mr. Deputy Speaker, Sir, for the information of the Assistant Minister, those police officers are paid between Kshs300 and Kshs500 and the balance of the money is paid at the District Commissioner's (DC's) office. Could he explain why the same DC at the end of the month submits Kshs40,000 to the police station?

We know that many of those officers leave the police force after realising that they have no future. They realise that they are not going to progress to a higher level in the police force. Mr. Temporary Deputy Speaker, Sir, I come from that part of the world. Unless the improved standards the Assistant Minister is talking about took place the day before yesterday, I saw the messed up rooftops and air pollution over the weekend. Could I ask that, since the Assistant Minister is happy with that, whether he is willing to go and force Pan Paper Mills Company to compensate the owners of those homes by way of re-doing the roofs, now that he alleges that, from the day before yesterday, the necessary improvements have been done?
