  • 10 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, when Trade Bank, Rural-Urban Credit Bank and Trust Bank went under with savings of poor Kenyans, if an hon. Member could have stood on the Floor of this House and asked the Intelligence system at that time to pre-empt it, those Kenyans would today be millionaires. But the money is gone for good. However, for the interest of the House, there is a good samaritan who sent me a document by registered mail. He is a financial consultant in this country by the name of Mr. S.K. Patel and he has sent me all the ... view
  • 10 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, that is all I can say about that issue of Equity Bank. I was happy to hear that the Government intends to recruit up to 25,000 police officers in this country in the next few years. I want to urge that when a police officer is recruited in Ikolomani - just one - it completely changes the earnings and economic status of the family that he comes from. It is, therefore, very important that we stop pretending that when we allow little boys and girls to go running at recruitment centres, that equity can be ... view
  • 27 Jun 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity. I would like to say that I rise to support the Budget Speech because, in my view, it is an improvement on the previous Budget that we had an opportunity to listen to last year. When I did a quick overview of the Budget that was read by the Minister, I realised that, probably, the best time to raise substantive issues would be when we shall be speaking on the various Votes. However, what becomes evident at the very beginning is that, one cannot use the system that ... view
  • 12 Jun 2007 in National Assembly: On a point of order, Mr. Speaker, Sir. You have raised a very important issue of national importance and I must thank you--- view
  • 12 Jun 2007 in National Assembly: Mr. Speaker, Sir, I am saying that the matter you have just raised is so important that I would like to commend you. As 1704 PARLIAMENTARY DEBATES June 12, 2007 I do so, I am a worried man because we are hearing that some hon. Members could possibly be members or leaders of terror gangs in this country. I was just wondering whether through your own intervention or the Powers and Privileges Committee, is there anything the Chair can do, so that our "honourableness" can be restored? view
  • 29 May 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. view
  • 29 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for giving me this opportunity to contribute to this Motion. I rise to support this Motion because I believe that even two days of rest can make a big difference in our lives, since we are overworked. May I register, this afternoon, my shock and disappointment at how the meaning of honesty was demonstrated today, that it does not belong to some of us. I was very disappointed that two Senior Counsels who sit in this House; Mr. M. Kilonzo and Mr. Muite, have attempted to mislead this House as if they do ... view
  • 29 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is just because at that time, we did not manage to catch the Speaker's eye. view
  • 29 May 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I was just thanking the Chair for the ruling he made when the hon. Member tried to amend the Motion the way he had attempted, because the Treaty on the establishment of the EAC is very clear, that, when the various organs of the EAC are constituted in Arusha, it is usually done with a particular definition. In this case, the Council of Ministers is constituted when you have the three Ministers representing the partner States. In the case of the East African Legislative Assembly (EALA), it is constituted when the three partner States are ... view
  • 29 May 2007 in National Assembly: in the estates being slaughtered. I do not know whether it is in the name of business games or political supremacy. To those Cabinet Ministers, you know yourself, step aside or resign. If you are supporting Mungiki, it is a very big shame. view
