  • 24 Jul 2008 in National Assembly: Mr. Speaker, Sir, it must be understood that the Director of Kenyatta National Hospital makes use of the supplies he gets from the Kenya Medical Supplies Agency July 24, 2008 PARLIMENTARY DEBATES 2091 (KEMSA). It should be understood further that the KEMSA that we have at the moment was set up by Dr. Richard Muga, who was then the Director of Medical Services in the Ministry. The Minister has sacked the new Board and replaced it with the Board that has Dr. Muga as head. Is the Assistant Minister convinced that the man who is currently auditing himself, will solve ... view
  • 24 Jul 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. The whole House would like to thank you for the progress that you have made on Standing Orders. But given that the new Standing Orders are anticipating to operate under a House that is guided by a new Constitution and because we are not too clear on the progress and urgency that the Government is giving to the issue of bringing a new Constitution to this country, could I request that the Chair directs that since we traditionally break for recess at around the end of July or the beginning of August, ... view
  • 24 Jul 2008 in National Assembly: Mr. Speaker, Sir, I have received my copy and read it. But I was requesting that since it would require the Departmental Committee on Administration of Justice and Legal Affairs to look at this amendment Bill after it has gone through the First and Second Reading. This should be brought to the House before we go on recess. During recess the various interest groups can have an opportunity to make their input in this very important law. view
  • 23 Jul 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. While I would like to acknowledge the appreciation by the Minister that I am a doctor of medicine, is he in order to refer to me as "a fellow doctor" when he has never been to a school of medicine? view
  • 23 Jul 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. You have heard the Minister saying that I am a gynaecologist, specialising in an area which he does not want to go into in detail. Is he in order, because, first, I am not a gynaecologist? Secondly, why is he imputing improper motive on the honourable profession of a gynaecology? As a Minister, he is supposed to take care of gynaecologists in the country. view
  • 23 Jul 2008 in National Assembly: Thank you, Mr. Deputy Speaker. I wish to thank the Mover of this Motion because this is a very challenging moment to have a Motion like this in this House. Mr. Deputy Speaker, Sir, I say this because the hon. Assistant Minister, Mrs. Kilimo, has set an example. She stood here at the Dispatch Box and asked the Government to resettle the people of Marakwet so that the Cherangany hills can be protected. I honestly wish to appeal to hon. Members from the Kipsigis Community, some of them were my very close friends, to borrow a leaf from the hon. ... view
  • 22 Jul 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. You had already made a ruling that if a Question touches on more than one Ministry, then it is a cross-cutting Question and should be referred to the Office of the Prime Minister. I beg that you guide us further. view
  • 22 Jul 2008 in National Assembly: Mr. Speaker, Sir, we learnt from science that carcinogenic? agents that cause cancer can be found in these toxic wells usually 20 years before they manifest themselves. At this stage, could the Assistant Minister save us the waiting for a study to be done by telling us what the experience is in other areas, where oil was explored many years ago so that we know that there is nothing to fear and reassure our people? view
  • 22 Jul 2008 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. Did you hear the Assistant Minister say that some leaders in this country have got public land which they grabbed? Could I ask that he substantiates that very serious allegation? view
  • 22 Jul 2008 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. Again another Minister is saying that people who are aspiring to be presidential candidates have actually stolen public land. Honestly, could we allow him just one minute to substantiate and name those names because we do not want a President who ever stole from the public? view
