  • 9 Jul 2008 in National Assembly: 1716 PARLIAMENTARY DEBATES July 9, 2008 view
  • 8 Jul 2008 in National Assembly: Mr. Speaker, Sir, I would like to thank the Prime Minister and raise something that has not been mentioned all this time that we have been interrogating this issue. This is the trail of the money involved in this deal. In fact, exactly where this money is. Mr. Speaker, Sir, probably the Prime Minister could confirm to this House and nation, whether or not at the height of the post-election violence 10 per cent of the Grand Regency Hotel payment was wired to an account in New York. Could he also tell us who is the holder of this account? ... view
  • 3 Jul 2008 in National Assembly: asked the Minister for Lands:- (a) how many parcels of privately owned land in Central Province measure 1,000 hectares and above; and, (b) whether he could table a list showing, by name and size, the owners of those parcels. view
  • 3 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, the history of land in Central Province is one of the most contested in this country to the extent that, we remember the Mau Mau. The same history contributed to an exodus of millions of people from Central Province to Rift Valley and Coast provinces. Could the Assistant Minister tell us the history of that land that has remained immune to the inhabitants of Central Province, who were shielded away from settling in this land and, instead, were forced to go outside the province. What is the history? view
  • 3 Jul 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. We might run away from this issue of owning large tracks of land in Central Province, but we cannot hide. We have been hearing that the Government would like to resettle the landless in certain parts of this country. The purpose of this Question, much as my friend thinks I am being cheeky, is to be told whether the Government is alive to the fact that the so-called Mungiki youth are crying for ancestral land that was taken away from their forefathers. Does the Government have an answer to this? Those of us who ... view
  • 2 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, I beg to give notice of the following Motion:- THAT, being deeply concerned with the conduct of the Minister for Finance in the manner he has handled the sale of Grand Regency Hotel; the Initial Public Offer for Safaricom in total disregard of the provisions of the Public Procurement and Disposal Act and related regulations governing sale and disposal of public property; and his non-adherence to the provisions of the Privatization Act in the sale of Safaricom shares; this House censures the Minister and resolves that it has no confidence in him and demands his immediate ... view
  • 2 Jul 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I am aware that before the Question found its way on the Order Paper, the due process was observed. But in view of the fact that the handling of this Question is deliberately meant to interrogate the conduct in private life of a former Member of Parliament, who served this country for ten years, I would like to beg that this matter be shelved and the hon. Member sorts it out amicably on a floor other than the Floor of the National Assembly? view
  • 2 Jul 2008 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. As you can see, hon. Members find it very difficult to come to this House in the morning. The real reason for this is because of the traffic jam in Nairobi. Now that we have a Minister in charge of Nairobi Metropolitan Development, could he come here and explain what urgent measures he is taking to make sure that professionals arrive at their places of work in good time? view
  • 2 Jul 2008 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. Is the Assistant Minister in order to mislead this House when he knows that inspite of change of Government and administration, policies of development do not go with the change? Could he stand and respond to the Question? view
  • 2 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, it is very disappointing that, even yesterday, I stood here on a point of order requesting the Minister of State for Provincial Administration and Internal Security to answer a matter that we had raised touching on the breakdown on the chain of command at the Administration Police Training College. This matter is not only limited to that chain of command, but there is a deliberate mischief at the highest level in the Administration Police, to attempt and deny a deserving Kenyan an opportunity to serve as the Commandant of the Administration Police Training College (APTC) by ... view
