  • 30 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to seek a Ministerial Statement from the Minister of State for Defence. This is on the status quo at the Military Defence Headquarters. It is in respect of the ranking of senior military officers, recent promotions, retirements, demotions, discipline and outright dismissal from the military of senior officers. Mr. Temporary Deputy Speaker, Sir, I seek to have the Minister clarify the following issues: One, does the Military Defence Council have a legal instrument that governs promotions, demotions, retirement and dismissal of military officers? Is this legal instrument the so-called "the Tonje Rules"? If ... view
  • 30 Jul 2008 in National Assembly: Mr. Speaker, Sir, today morning, when Mr. Jirongo brought up this matter, most of us stood up to support his point of order. The Chair ruled that it was not going to comment on it because it was based on media reports. I, therefore, wonder if your ruling that you wanted to make today was based on media reports as you observed today, what is unique about the matter of this morning concerning what the President and the Prime Minister did with the Libyans? What is so unique about it that it should not receive the same treatment? view

  • 30 Jul 2008 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I am just concerned that after the Prime Minister has just responded--- It is becoming clear that in spite of the House having taken a position that this matter is with a Departmental Committee, and in spite of the President having taken up the matter and appointed the Cockar Commission, the Prime Minister is here disowning what he did yesterday and wanting us--- view
  • 30 Jul 2008 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. The issue raised by the Mover of this Motion requires a considerable ruling from you because one, she is the owner of the Motion. Without having initiated the Motion, we would not have had the opportunity to start debating it. Secondly, if she so chooses to have her Motion suspended, then it is my view that the Chair allows the House to vote on that issue whether they are allowing her to suspend her Motion or not and if it is so, then she can go and re-introduce it. This is ... view
  • 29 Jul 2008 in National Assembly: Thank you. CARRYING OUT DEBATE OUTSIDE PARLIAMENT IS AGAINST STANDING ORDERS view
  • 29 Jul 2008 in National Assembly: Mr. Speaker, Sir, I stand on a point of order to request for a Ministerial Statement from the Minister for Housing. This is in respect of the sale of Government residential houses to civil servants that was started four years ago. This matter is urgent because the Minister has announced that he wants to refund thousands of civil servants the money that they paid as down payment. I am, therefore, requesting the Minister to clarify the following points: (1) What prompted him to rescind his earlier decision that those houses may be sold? (2) Why did it take this Minister ... view
  • 24 Jul 2008 in National Assembly: Mr. Speaker, Sir, it must be understood that the Director of Kenyatta National Hospital makes use of the supplies he gets from the Kenya Medical Supplies Agency July 24, 2008 PARLIMENTARY DEBATES 2091 (KEMSA). It should be understood further that the KEMSA that we have at the moment was set up by Dr. Richard Muga, who was then the Director of Medical Services in the Ministry. The Minister has sacked the new Board and replaced it with the Board that has Dr. Muga as head. Is the Assistant Minister convinced that the man who is currently auditing himself, will solve ... view
  • 24 Jul 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. The whole House would like to thank you for the progress that you have made on Standing Orders. But given that the new Standing Orders are anticipating to operate under a House that is guided by a new Constitution and because we are not too clear on the progress and urgency that the Government is giving to the issue of bringing a new Constitution to this country, could I request that the Chair directs that since we traditionally break for recess at around the end of July or the beginning of August, ... view
  • 24 Jul 2008 in National Assembly: Mr. Speaker, Sir, I have received my copy and read it. But I was requesting that since it would require the Departmental Committee on Administration of Justice and Legal Affairs to look at this amendment Bill after it has gone through the First and Second Reading. This should be brought to the House before we go on recess. During recess the various interest groups can have an opportunity to make their input in this very important law. view
