  • 12 Jun 2007 in National Assembly: Mr. Speaker, Sir, I am saying that the matter you have just raised is so important that I would like to commend you. As 1704 PARLIAMENTARY DEBATES June 12, 2007 I do so, I am a worried man because we are hearing that some hon. Members could possibly be members or leaders of terror gangs in this country. I was just wondering whether through your own intervention or the Powers and Privileges Committee, is there anything the Chair can do, so that our "honourableness" can be restored? view

  • 29 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for giving me this opportunity to contribute to this Motion. I rise to support this Motion because I believe that even two days of rest can make a big difference in our lives, since we are overworked. May I register, this afternoon, my shock and disappointment at how the meaning of honesty was demonstrated today, that it does not belong to some of us. I was very disappointed that two Senior Counsels who sit in this House; Mr. M. Kilonzo and Mr. Muite, have attempted to mislead this House as if they do ... view
  • 29 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is just because at that time, we did not manage to catch the Speaker's eye. view
  • 29 May 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I was just thanking the Chair for the ruling he made when the hon. Member tried to amend the Motion the way he had attempted, because the Treaty on the establishment of the EAC is very clear, that, when the various organs of the EAC are constituted in Arusha, it is usually done with a particular definition. In this case, the Council of Ministers is constituted when you have the three Ministers representing the partner States. In the case of the East African Legislative Assembly (EALA), it is constituted when the three partner States are ... view
  • 29 May 2007 in National Assembly: in the estates being slaughtered. I do not know whether it is in the name of business games or political supremacy. To those Cabinet Ministers, you know yourself, step aside or resign. If you are supporting Mungiki, it is a very big shame. view
  • 2 May 2007 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I would like to start by saying how important this particular Motion is. I would also like to take this opportunity to pass my compliments to my brother hon. Ochilo-Ayacko and, of course, to you for giving me this opportunity. Mr. Deputy Speaker, Sir, if this Motion goes through, we will be able to protect our schools among other institutions. Since this Motion is meant to protect schools, may I also take this opportunity to thank His Excellency the President for scrapping tuition fees in our secondary schools with effect from January, 2008. Mr. ... view
  • 2 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, when I say this, I am forced to remember what is happening at the Western University of Science and Technology in Kakamega. view
  • 2 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, at the Western University of Science and Technology, there is land that used to be called old Kakamega Show Grounds. However, the Agricultural Society of Kenya (ASK) moved to a new site. This particular land was grabbed by politicians, former Members of Parliament and councillors. The university is now experiencing very serious problems with regard to expansion to the extent that the university has been forced to bypass the old Kakamega Show Grounds. They have now purchased Star Primary Academy simply because their land was grabbed. It is not yet too late and the Government ... view
  • 2 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I was saying that land surveyors are extremely corrupt. When left undirected, they make it very difficult for various BoG members to get their services. Therefore, a proper deadline for surveying public institution lands, should be put in place. Mr. Temporary Deputy Speaker, Sir, there is the issue of creation of national monuments in this country. I am not too sure whether when public land was set aside, it was meant for specific national monuments. It is important that the respective Ministries be directed to have a policy on which pieces of land can be ... view
