  • 13 May 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I wish to support this Motion. I wish to inform the Leader of Government Business that the challenge facing this Government is staring them in their faces. It is only last week that we passed a similar Motion that allowed the expenditure of Kshs35 billion. There is now need for another one to come. That means that the challenge of the Coalition Government is greater than we had anticipated. I support this Motion because I am aware that some of my former colleagues who were in the Back Benches and have now become Ministers ... view

  • 8 May 2008 in National Assembly: Mr. Speaker, Sir, the Standing Orders of this House are very clear. Once a Member of Parliament is elected, he or she is free to ask a Question on issues emanating from his or her Constituency or any other constituency in Kenya. Is the Assistant Minister in order to evade the Question on the pretext that the Questioner is not from Bondo but from Kisumu Town East Constituency? view
  • 8 May 2008 in National Assembly: Mr. Speaker, Sir, just like in Koyonzo, consumers in many parts of this country usually go into community initiatives to source funds and pay the Kenya Power and Electricity so as to get connected to electricity in their homes. Sometimes, before the KPLC brings electricity to these people who raise money through Harambee, the Government moves in with the Rural Electrification Fund. Could the Assistant Minister tell us the policy of the Ministry towards the KPLC in respect of the many little community initiatives that have paid millions of shillings to KPLC over the years to be connected to electricity? ... view
  • 8 May 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. While I fully agree with your ruling that the Ministerial Statement should come from the Ministry of State for Provincial Administration and Internal Security, please, guide us. How did members of the military leave their barracks? It is important that in answering this question--- view
  • 7 May 2008 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has told us that his Ministry has invested in the wisdom of the District Education Board (DEB) in so far as determining the upper limit a school should charge after the Government has sent the Kshs10,265 per student. Mr. Speaker, Sir, could he tell us whether they are going to undertake to give clear guidelines on the maximum for national, provincial and district schools? To leave it open means a DEB can as well allow a headteacher to charge Kshs50,000 or more. view
  • 7 May 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. According to the National Assembly Powers and Privileges Act, could the Chair guide this House whether, because of its displeasure for what the Minister for Medical Services has done, he should be reprimanded for actually masquerading as a Minister when, indeed, he is just a mere Back-bencher? view
  • 6 May 2008 in National Assembly: Thank you, Mr. Speaker, Sir. The killings and deaths during this period were not just limited to Kisumu. They occurred in many other places in the country. We are aware that the police were able to arrest quite a number of youths. The United States of America and the United Kingdom seemed to have had access to the investigations that were taking place because as a result of this, several politicians, some of them who are sitting in this House, had their travel arrangements curtailed. We would like the Assistant Minister to tell us who are these Ministers whose travel ... view
  • 6 May 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. Allow me to draw the attention of the Assistant Minister to Standing Order No.38(1). He earlier dismissed my supplementary question, arguing that it was a different Question. It reads: "Any Member may ask a supplementary question for the purpose of elucidating the answer given to the original Question, but a supplementary question must not introduce any matter not related to the original Question". I had stood up to ask him that, "What is he doing to the politicians, some of whom are on the Front Bench, who were behind the incitement of ... view
  • 6 May 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. You heard the Assistant Minister say here that there is almost nothing he can do to Mumias Sugar Company. Yet, in this Parliament, we passed the Sugar Act, 2001, which stipulates among other things, liability of the Board for damages. Section 13 says:- May 6, 2008 PARLIAMENTARY DEBATES 831 "The provisions of Section 12 shall not relieve the Board of the liability to pay compensation to any person for any injury to him, his property or to any of his interests caused by the exercise of any power conferred by this Act ... view
