The amendment of the Bill is in order because the Act is seeking to amend what was enacted in 2012 before devolution came into place. This Bill is also constitutional as per Article 110 (a) which requires that we define the location of a county government. The Commission on Revenue Allocation (CRA) is the body that is mandated to calculate and come up with the allocation of the revenue between the national and county governments. They have the expertise and even we in the Senate should rely on them because they have the formulae and the parameters which they use to work out the allocations. I would like to say that adult education is very important if this can be devolved down to the grassroots level so that our old mamas and their children can be educated so that they can understand what is happening around them. It is very important that people are made aware of what devolution is because it is new. People must accept change because devolution is here to stay.
