Mr. Temporary Speaker, Sir, I raised the Statement on Chepchoina last year. We had the same issue where 11 people were burned in their houses and others chased away and new people were brought on the farm. There is a dispute over the ownership of the land. The people who are now being chased away are those who were allocated the land in 1994 by retired President Moi. Mr. Speaker, Sir, I would like those two Statements combined. This is not a light matter because people have lost their lives. This matter has already been brought on the Floor of this House. What have we done, as the Senate, to protect the people in the counties?

Mr. Speaker, Sir, I do not agree with the Deputy Speaker. When we have the opposition side issuing statements, it is normally done by the Vice Chairpersons of Committees who do it in the absence of the Chairpersons. However, in this case, Sen. Wetangula is the Senate Leader of Minority, therefore, his statement carries a lot of weight.

Mr. Speaker, Sir, the CBK should have mechanisms in place to detect when a bank is under receivership. Imperial Bank shareholders are very wealthy people. What surprises me is why a bank like that should go under unless there has been diversion or theft of funds. If that is the case, the CBK has some mechanisms where you cannot write a cheque of more than Kshs1 million. How could billions be siphoned out without being detected by the CBK unless they are part of the whole issue?
