, Chinkororos and Baghdad Boys have done to our country. When youth are unemployed, they are vulnerable to be radicalised into those terror groups. In addition, the youth are vulnerable to drug addiction, alcoholism and immorality. This will not only destroy the future of our youths, but the entire future of our country. That is why such Motions need to be discussed soberly. It is incumbent upon all of us to make sure that we have followed it up to the implementation stage, so that it does not collect dust in our shelves.

First of all, we would like to congratulate our President for being recognised recently in America, as one of the best presidents in terms of youth empowerment. That is because of the policies and funds to assist the youth. Our question is: Where are we going wrong in Access to Government Procurement Opportunities (AGPO)? AGPO was supposed to empower the youth, women and persons with disabilities. We have not seen that empowerment trickling down to our youth for productive activities that are of economic benefit to them.

We have the Uwezo Fund. If we ask Members of Parliament and members of the public the impact of that youth fund… That is not pocket change! Kshs6 billion is a lot of money. We still have the youth fund. What is its economic impact? What is the economic impact of the NGAAF, which is a very young fund? In fact, the impact of NGAAF is more than the impact of those other funds that have billions of shillings. debate this afternoon on the current Bill. We have taken note of the issues they have raised. Some of the proposals that have come forth are very useful and they will be looked at by the Committee as the chair has said. We are sure that we will come up with a Bill that will surely help in urbanisation and the growth of our counties in terms of markets and municipalities. I had the opportunity of being an Assistant Minister for Tourism for five years. I remember for five years we were very clear that there was need to have univisa for tourists coming into East Africa. The idea was to make sure that once tourists land at Jomo Kenyatta International Airport, they are able to move in Kenya and cross over to Tanzania. I am extremely impressed by the work of this Committee. I feel the Committee on Regional Integration is doing a great job except that the rest of the nation needs to know.
