I want to begin by saying that not many Kenyans, or even Members of Parliament, are aware that there is the Industrial Training Levy Fund (ITLF). The ITLF has been there for a very long time. I learnt of its existence in the last Parliament when one of the Kenya Tea Development Agency (KTDA) directors asked me back at home whether I was aware that the Fund existed, and that they had been contributing to it but they had never taken people for training. Ali for bringing this timely Motion, and which deserves the support of this august House. I think this is a country that is ill prepared for disasters. With this devolution that is urging counties to begin adding value to their farm produce, it is now time to ensure that we protect our counties from agreements that are in favor of the West. We must ensure that we enter into trade agreements that will encourage county governments to begin value addition of the produce in the farms in the counties.
