31 May 2011 in National Assembly:
Mr. Chairman, Sir, having listened to the hon. Lessonet, I beg this House to go by the Committees Report. I think it is the best way forward.

31 May 2011 in National Assembly:
Mr. Chairman, Sir, I rise to oppose the amendment because, for a brilliant young man or young woman, five years is good enough to gain enough experience to be able to hold any other position. Ten years is too long. We are making it look impossible for somebody at 40 years to get this job. The amendment is discriminatory against young people. We are seeing young people doing so well. I can give an example of the current Chairman of the Independent Interim Electoral Commission (IIEC), who is doing very well. He is young and able. Therefore, I strongly opposed ...

31 May 2011 in National Assembly:
Mr. Chairman, Sir, I rise to support that amendment. I think it is a healthy and fair amendment, considering what we have done for the former Electoral Commission of Kenya staff.

31 May 2011 in National Assembly:
Madam Temporary Deputy Chairperson, I rise to support the amendment by the CIOC. The wisdom that guided the Committee to come up with this amendment was that we have seen what squabbles at the political partiesâ level have done to the implementation process. It is clear to me that if we do what is being proposed, for example, by hon. Kioni, we will be bringing the same squabbles of political parties into this panel and for sure, we will never get this Commission in place. I beg, hon. Members, let us just leave it to independent bodies that do not ...

24 May 2011 in National Assembly:
On a point of information, Mr. Speaker, Sir. I want to thank the hon. Member for asking this Question, but also inform the Assistant Minister that this road is very critical when it comes to the tourism sector. There is growing concern among tour operators that nothing has been done on this road for a very long time. Last week I was in the USA marketing this country and the question everywhere was: âWhat have you done about the Narok-Maasai Mara Road?â I would like to inform the Assistant Minister that it is important he takes this matter very seriously ...

21 Apr 2011 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to really thank the House for the support they have given this very important Bill. I also wish to thank all the stakeholders and officers in the Ministry of Tourism who have taken us through this very important consultative process that gave birth to this very important Bill. I believe that with this consolidated Bill, we will make tourism even more profitable for Kenya and for the various people who are in this sector. We hope that even as we pass this Bill, we will see more interest by hon. Members ...

20 Apr 2011 in National Assembly:
Thank you, Madam Temporary Deputy Speaker. I rise to support this Motion. Madam Temporary Deputy Speaker, I want to begin by congratulating the Mover of this Motion, because I think it is a matter whose time has come. It is actually long overdue. This is a matter that the Government should have taken on board a while ago. For any Member of Parliament, who obviously sits in all the BoGs in the various schools in the constituency and understands how schools are being run, it is very clear that the non-teaching staff have been greatly ignored. It is time that ...

12 Apr 2011 in National Assembly:
Madam Temporary Deputy Speaker, I rise to really thank the Mover of this Motion and thank every single hon. Member that has contributed to this very important Bill. While listening to Mrs. Noor, I was moved by her courage to share her story. I want us to imagine how many more women out there, have had a similar story, but have not had a platform such as this to share it. I want to thank her for being that courageous. We must do beyond passing the Bill. We must make sure we sensitize the public and protect every single girl ...

6 Apr 2011 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to support this Motion and, at the outset, I want to begin by saying that I think the Committee has done a good job. In the past - and I have been in the Ninth Parliament - we have never gone to this level of transparency in terms of how money in the water sector is distributed across the country. Mr. Temporary Deputy Speaker, Sir, at one point, I remember there was a national budget that was read in the Ninth Parliament and one particular region got over Kshs800 million. The ...

6 Apr 2011 in National Assembly:
boreholes. To go further, if you turn to page 27, you will find that North Eastern and Upper Eastern alone, other than boreholes, the resource distribution for the years 2009/2010 and 2010/2011 amounts to Kshs2.79 billion. Now, I am not sure whether that kind of money can be given to a region if the ministry is not seriously focusing on that region. I believe this may be the first time that region has been seriously thought of. I am hoping that we can also begin to say thank you for work well done and ask for more rather than saying ...
