Mr. Temporary Deputy Speaker, Sir, I can confirm that. Honestly, the hon. Member is aware that I was in his constituency and we toured these areas where sometimes it is even very difficult to find underground water. We have mobilized those who are going to drill boreholes in that area and it will be done. So, it is already in progress.

Mr. Temporary Deputy Speaker, Sir, I am not saying that I cannot construct dams. I am saying that we are going to construct dams and we are mobilizing the teams that are going to do so. It is only that sometimes it rains before we put all the equipment in place. When that happens, we stop and wait until the rain has passed, then we start again. So, I am actually informing the House the correct way of doing things.

Mr. Temporary Deputy Speaker, Sir, I want to give that undertaking because; having gone to Migori, I realised that it is one of the most deserving and difficult areas in this country. Even though Migori is in Nyanza area, some of the people there suffer as much as some of the residents of ASAL areas. So, I undertake that the sinking of the boreholes and the construction of the dams is going to be done.

On a point of order, Mr. Deputy Speaker, Sir. I have just remembered that we have had several meetings with other Ministries concerning this issue of Omo River. Therefore, I may not be able to convene these meetings between Monday and Tuesday to give a good response by Wednesday. I wonder whether I can be given one week to get a good answer so that I come the following Tuesday.

I beg to reply. (a) I am aware that the two engineers visited Ol Kalou Constituency in August, 2008 to carry out an assessment on rehabilitation requirements for dams, particularly those that were constructed during the colonial era. (b) A report was compiled on 36 dams that were identified for rehabilitation at a total cost of Kshs316.5 million to benefit 153,300 people and 197,500 livestock. One of these dams called âGahiâ has already been rehabilitated by the Ministry. Mr. Speaker, Sir, as I said earlier on since we have not allocated this project any funds during this financial year, this can only be done in the next financial year. As you can see, there are too many dams and we will have to prioritize them. I think the hon. Member can share with us his priorities.

Mr. Speaker, Sir, one of our parastatals called âWater Services Trust Fundâ actually helps to identify some of those communities and work with them in building capacity and educate them for sustainability purposes. Those are some of the things that the Ministry is doing. Whenever we are doing a water project, we ensure that we involve the communities around there so that they become part of what we are doing so that when the Ministry goes away after completing the project, they can own it.
