Mr. Deputy Speaker, Sir, I stand to support this Motion, and want to say that this is one of my proudest days. I am very proud to be a Member of the Tenth Parliament. (a) Yes, I am aware that the water level of Lake Turkana has gone down substantially due to the damming of River Omo on the Ethiopian side. The river is the main source of water for the Lake.

(b) Lake Turkana is a trans-boundary water resource that is shared between Kenya and Ethiopia. In order to sustainably manage the shared water resource like Lake Turkana Basin, there is need to put in place a co-operative framework as an agreement between Kenya and Ethiopia for the sustainable management of the Lake and the rivers feeding it. Mr. Speaker, Sir, first and foremost, I hope the hon. Member knows that I personally visited the area only last week to see for myself what is happening. It is true that we should put in place a legal framework that will ensure that the trans-boundary water resource that is shared between Kenya and Ethiopia enhances the sustainability of the water resource.

We are also working on that right now to ensure that all the water from our resources within Lake Victoria do not flow to those other countries. In fact, I will soon be bringing that issue to Parliament, so that you can all help me to deal with it.

Mr. Speaker, Sir, the Water Resource Management Authority (WRMA) is dealing with that. The hon. Member is right. That is happening left, right and centre, and people have just gone wild doing the wrong things. So, I will soon be bringing to this House some law to be passed, so that we can deal with some of those people. In fact, some of the things that are happening are being done by the very same people who should be protecting our water resource areas. Mr. Speaker, Sir, as I said earlier, through the Ministry of Foreign Affairs, we are putting in a team that is going to engage the Government of Ethiopia so that we can agree on how we are going to deal with this very, very serious issue.
