Thank you Mr. Speaker, Sir, for allowing me to speak on this matter. I will be brief. Privileges come with responsibility. This matter was aired and it was so clear that one of the Members never allowed others to speak. They instead decided to harass and intimidate witnesses. We must learn to bear responsibility for all our matters if this country has to move. We should not scandalize people and harass them without giving them an opportunity to defend themselves. On the basis of that, I support that this matter be looked into.

asked the Minister for Lands:- (a) whether he is aware that members of Olenguruone Land Disputes Tribunal have not received sitting allowances since 2007; (b) whether he could table a list of the tribunal members, indicating the amount owed to each of them; and, (c) when the Ministry will pay them and whether he will also pay accrued interest on the amount.

Mr. Speaker, Sir, the issue of payments to land dispute tribunals in most districts is getting into epidemic status. In particular for Kuresoi, the Assistant Minister has said that he will make some payments that have been pending since 2007. But he has ignored to pay between 2003 and 2007 and, subsequently, 2008/2009. Could he sort out this irritating single thing and pay those members?

asked the Minister for Public Health and Sanitation:- (a) whether she is aware of the deplorable condition in all the public health facilities in Kuresoi District as a result of the influx of Mau Forest evictees in the area; (b) what plans the Ministry has to enhance health services, especially in hygiene and sanitation, pre-natal and post-natal care as well as immunization, in view of the expansiveness of the rural based district; and, (c) when the Government will enhance the capacity of Ndoinet, Kiptororo and Kuresoi health facilities and post more medical personnel to the facilities.

Mr. Temporary Deputy Speaker, Sir, I am concerned that the Chair is trying to influence my action by asking me to accept an answer which is far from being satisfactory. Much as the Minister has attempted to answer the Question, she has brought in a bit of propaganda by saying that some of the evictees have gone back to their original homes.

The Minister has tried to answer the Question, but the main issue bedeviling these health centres has to do with lack of personnel and irregular allocation of drugs. What is she doing to ensure that drugs are given in time and personnel are posted? Could we also be given an ambulance?
