The matter of transfer of functions from one level of the Government another falls under Article 187 of the Constitution. My position is that the President needs to move very fast and establish a taskforce to go round the country to find out the ills that affect our health services. This money will be used in the exploration of oil in our country, construction of the pipeline and coal mining. Once we have these resources, it will bring the cost of trading in Kenya down. Hon. When the original railway line was being constructed, we had the man-eaters of Tsavo. I want to equate the forces that were opposing this railway line to the man-eaters of Tsavo. It should be the Chair, and in the absence of the Chair, the Deputy Chair. In their absence, then they can delegate to anybody else. I am certain that hon. Munuve is equal to the task.
