Hon. Temporary Deputy Speaker, my small bit was on that issue. He has just said that they never consulted the Cabinet Secretary on these matters. As you are aware, and even as it is emanating from his answer, those contracts have contractual obligations in terms of payments. There is one project in my constituency under the Economic Stimulus Programme, in Gathanji, which has never moved beyond the ring beam. The issue has always been money. When he says that they never consulted the Cabinet Secretary in that Ministry, is that answer adequate? I would imagine that, that response is substandard.

When a Member rises or seeks a Statement from a Committee Chair or from a certain committee, there are specific queries that they raise. When we come here and we receive the responses, certain Members are very fast from the starting block to tell the Chairman of the committee what he should have said. Thank you, hon. Deputy Speaker. My clarification is on what the Leader of Majority Party said, that one of the impediments to enforcement of anti-gay law is the delayed court process. Yesterday, I heard the Chief Justice talk of visiting witch doctors. Is this one of the laws where the complainants should go to witch doctors for settlement?

which is basically for six months. The reason for getting decree nisi is to allow for the cooling of tempers or any friction that must have been in the marriage. So, when parties agree out of their own volition to be apart for one year for whatever reason, give it to them. I thought this was a well thought out Bill when it came to this House, and the one year period had been researched and there was sufficient reason why people had to be given that period.
