Mr. Deputy Speaker, Sir, with your indulgence, we now going into the dry season in my area and there is famine. I lost 32 people in one location when we had famine in 2009. The whole country focused on Turkana when 32 people were killed by Ethiopians. However, when I lost 32 people in one location, nothing happened as much as we tried to raise the matter. In view of the fact that the ... view
  • 31 May 2011 in National Assembly: asked the Minister for Environment and Mineral Resources:- (a) whether he is aware of the high levels of pollution in River Athi and what measures the Government will take to reverse the state; and, (b) what interventions he has put in place to ensure residents of Kitui West, who live along the river, access uninterrupted clean water from the river. view
  • 31 May 2011 in National Assembly: Mr. Speaker, Sir, I have not been provided with a written answer. This question was deferred to today from last week because the Assistant Minister wanted to do some research. I would not feel comfortable to proceed without a written answer. view
  • 31 May 2011 in National Assembly: Mr. Speaker, Sir, Tuesday is not okay for me. He can do it on Thursday because he has already admitted that he has the written answer. I believe all it takes is to photocopy it. In fact, with your indulgence, I had requested the Parliamentary staff to get it from him and photocopy for me. But he has refused to give it to them. So, the latest I can accept is Thursday this week! view
  • 24 May 2011 in National Assembly: asked the Minister for Environment and Mineral Resources:- (a) whether he is aware of the high levels of pollution of River Athi and what measures the Government will take to reverse that state; and, (b) what interventions he has put in place to ensure that residents of Kitui West who live along the river access uninterrupted clean water from the river. view

  • 18 May 2011 in National Assembly: asked the Minister for Water and Irrigation:- (a) how the total Development Budget for the Ministry was used in the 2009/2010 and 2010/2011 financial years; (b) whether she is aware that Ministries which have allocated funds along CDF framework have had more significant impact at the grassroot level than the Ministry of Water and Irrigation; and, (c) what plans she has to allocate funds through the CDF. view
  • 18 May 2011 in National Assembly: Mr. Deputy Speaker, Sir, I am sorry that the Question was called the first time when I was not in. I thought I was No. 5. It was called when I was just coming in. view
  • 18 May 2011 in National Assembly: Mr. Deputy Speaker, Sir, I think for the sake of the Minister, I would wish to inform her that I am normally in the office before 7.00 a.m. every day from Monday to Sunday. She is aware of that and I have got an SMS from her congratulating me for that. Nevertheless, I would like to thank the Minister. I think what the Minister was looking for was a chance to inform hon. Members that her Ministry is planning--- Is she planning to set up a fund like the CDF in which we can have Kshs10 billion available to Members ... view
  • 18 May 2011 in National Assembly: Mr. Deputy Speaker, Sir, I must admit that I have not received a satisfactory answer from the Minister. I believe that is why you intervened. Honestly, the Minister has tried to avoid answering questions from every hon. Member who has raised a supplementary question. If you look at Part (a) of my Question - although it was doctored and I do not know how it happened - I had asked how much the total development budget was. With your indulgence, I was asking that so that we can be told whether it was Kshs20 billion. I know about the budget ... view
