Mr. Deputy Speaker, Sir, whereas I appreciate the answer given by the Minister, the problems and challenges facing the distribution of essential drugs are basically because KEMSA is not financially independent. It has to rely on money coming from the Treasury and the Ministry. There is a lot of bureaucracy involving money going to KEMSA, so that they can purchase drugs and supply them on time. What is the Ministry doing to ensure that KEMSA is financially independent?

asked the Minister for Medical Services:- (a) whether he is aware that the Kenya Medical Services Agency (KEMSA) is unable to operate because there is no Board to approve such important resolutions as change of bank signatories, (b) what urgent steps the Minister is putting in place to ensure the operations of KEMSA are not negatively affected in view of the absence of the Board.

Mr. Speaker, Sir, I thank the Assistant Minister for his answer. However, is he in order to say that he is not aware that the lack of a Board has impaired the operations of KEMSA, when it is common knowledge that it has not been able to supply drugs for the last five months to most of the hospitals in this country? Most of the hospitals and dispensaries do not have essential medical supplies, because there is no Board to tell the management what to do.

Mr. Speaker, Sir, the Assistant Minister has tried to answer the Question, and I thank him for his assurance. As he puts in place a Board using the recommendations which were made by a taskforce, which was led by somebody who was a Permanent Secretary when KEMSA was failing, I hope he is not going to implement another failing programme in KEMSA.

Mr. Speaker, Sir, I want to thank the Minister for that satisfactory answer particularly when he said that the contract has been terminated. Could the he tell us when they expect the new contractor to be on site in view of the fact that the contract for this road was given three years ago and nothing much has been done? The road is a safety and security concern.
