  • 21 Jan 2009 in National Assembly: Mr. Speaker, Sir, whereas I am happy to note that the Minister has indicated that they will be ready to re-schedule the loans, could he particularly give my people the assurance that his officers will be humane as they deal with the situation? When I asked this question, the situation was not as bad as it is now on the ground. view
  • 16 Dec 2008 in National Assembly: asked the Minister for Water and Irrigation:- (a) when she will complete and improve the Kangala/Kwa Tabitha Earth Dam in Kiseuni Location in Kitui West Constituency; (b) whether she could state how much funds were allocated for the construction of the dam and indicate how much has been spent so far; and, (c) what steps she is taking to ensure that the dam is completed to the tender specifications. view
  • 16 Dec 2008 in National Assembly: Mr. Speaker, Sir, let me thank the Assistant Minister for the attempt that he has made to answer the Question. However, I am not satisfied with the answer because the information that he is giving is different from the one I have from the National Water Conservation and Pipeline Corporation, who were actually undertaking the works. What I would like to request him is to probably appoint an independent audit team which can go and verify the works which are on the ground. This is because there is nothing on the ground. More so, when he is appointing that team, ... view
  • 10 Dec 2008 in National Assembly: Madam Temporary Deputy Speaker, I think the Government is not serious with the lives of Kenyans. That is because the answer that the Assistant Minister has given is quite unsatisfactory. Why am I saying that? view
  • 10 Dec 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I want to know from the Assistant Minister what plans he has for those district hospitals. My district hospital, for example, in Manga District, does not even have a clinical officer and yet, it is a district hospital. It has no facilities! Could the Assistant Minister give us a time frame within this year when he will ensure that all the district hospitals in the country have got either doctors or facilities to serve our people? view
  • 9 Dec 2008 in National Assembly: asked the Minister of State for Planning, National Development and Vision 2030:- (a) if he could state how much money was spent in conducting the 2005/2006 Kenya Integrated Household Budget Survey (KIHBS); (b) if he could lay on the Table the report of the survey; and, (c) why the results of the survey were not used in distributing CDF to December 9, 2008 PARLIAMENTARY DEBATES 3927 various constituencies in the 2008/2009 financial year. view
  • 9 Dec 2008 in National Assembly: Mr. Speaker, Sir, I would like to thank the Assistant Minister for his answer. However, when this Report was produced, the Ministry laid on the Table, documents showing distribution of CDF money. That was later withdrawn after various Members of Parliament complained about the poverty indices associated with their constituencies. Why did you have to lay on the Table the report on the distribution of CDF money and then withdraw it? view
  • 9 Dec 2008 in National Assembly: Mr. Speaker, Sir, I think hon. Members then raised issues regarding the methodology and getting the right results. The indications were that the figures that Ministry was giving were different from what was actually on the ground. Now, you have talked about the census which will be conducted in August, 2009. What guarantee is he going to give us that the results of the population census will be credible and not as skewed as the results of the KIHBS they conducted this year? view
  • 27 Nov 2008 in National Assembly: asked the Minister for Water and Irrigation:- (a) whether she is aware that the residents living around Mwitasyano River in Kitui District do not have water because the Yatta Canal which was the source of its water was closed and; (b) what steps the Ministry is taking to ensure that the canal is re-opened and water supply to the affected areas resumed. view
  • 27 Nov 2008 in National Assembly: I want to thank the Minister for attempting to answer the Question but with all due respect, her answer is not satisfactory. Before the canal was closed for routine maintenance and desilting, water was not flowing into the canal. Even after it was opened, water has just flowed for 45 kilometres. It has not even reached Matuu Town. The Ministry has just dug a dam to take care of water requirements there. What steps is the Minister taking to make sure the water from the canal flows like it used to when I was a young man, all the way ... view
