For a long time, farmers in this country have had a problem with the marketing of their crop. I want to thank the Minister; he has done a very good job along with the Constitution Implementation Commission (CIC) bringing this Bill which we all support. As I do that, I wish to bring to his attention that as much as funds are allocated to projects and to ministries, so much is returned at the end of the year because of lack of absorption while other projects are in need and are actually stalling because of lack of funds. That is the time when there is an onset of disease and poverty.
