Mr. Deputy Speaker, Sir, hon. Wamalwa and I had the privilege of serving in the pensions fund for retired workers of local authorities. In that fund, we have Europeans who are being paid pensions by the Government of Kenya for having served during the colonial period. Is he in order to now say that Africans cannot be paid from the fund in the same way?

Mr. Temporary Deputy Speaker, Sir, I rise to support this Committee’s report. The Committee did a lot of work in arriving at the conclusions that were arrived at. It is a pity that it is being rubbished at such an early moment without sufficient grounds. The crux of the matter is that money was lost. Mr. Temporary Deputy Speaker, Sir, I rise to support this Bill and thank Dr. Khalwale for introducing it in Parliament today. The issue about pyramid schemes is an embarrasing one. It has impoverished our people mainly because of the laxity of the Government specifically the Ministry of Finance and the Central Bank of Kenya (CBK). The CBK is the regulator that licenses deposit takers. As we all know, these pyramid schemes were operating in broad daylight, taking people’s deposits and the Government just looked aside and slept.
