Mr. Temporary Deputy Speaker, Sir, on Clause 50 a person with a legal incapacity may not be able to repudiate a gift, because he may be so incapacitated that he may actually not be able to talk or in a position to do anything.

Mr. Temporary Deputy Speaker, Sir, Clause 66(3) on the Companies Act and Liquidator, talks about a title passing to a liquidator, when maybe under Cap.486, it is actually the shareholding which should be under his control, so that stamp duty is avoided in that case, until actual transfer, rather than having to pay it twice.

Mr. Temporary Deputy Speaker, Sir, there was a reference that I cannot find now, about a director of a company being able to direct or ask for a new title. I would propose that maybe it should be the board because some directors have been known to be thieves. So, it could be a full board.

Thank you, Madam Temporary Deputy Speaker. I rise to support this Bill and thank the Mover for bringing it in such a timely manner. I also concur with hon. Githae’s sentiments about the equipment, medicine and pricing of this treatment. Cancer has become a cancer in this country. There are very many cases coming up every year and I think that it is high time that a special look was given to this area of treatment. In that regard, this Bill has actually sought to establish the Cancer Prevention and Control Institute, which will be a specialized institute specifically looking ...

On a point of order, Mr. Speaker, Sir. I have listened to the contributions of hon. Members and the PAC has been mentioned several times. I want to say with regard to Kazi Kwa Vijana Programme that our Committee is not yet properly seized with the matter. The fact that the Chairman went out and gave a statement and went beyond where he should have reached, has given a wrong impression. Mr. Speaker, Sir, we will be meeting the World Bank tomorrow to see whether they have any valid report. As a Committee, we have not apportioned any blame to ...

As I support this Bill, I wish to agree with my colleagues who have spoken before me about the need for it, especially in view of what happened previously in the Northern Kenya and Central Kenya regions especially – the extra-judicial killings. These are matters which need to be looked into. These are matters which can only be looked into best if we can also break down the representation of the proposed Independent Policing Oversight Authority to counties, as per the Constitution.

Mr. Temporary Deputy Speaker, Sir, due to lack of time, I would like to dwell on a few matters. One of them is that I am very happy about the objectives of this Authority. I have just come back from Brazil, where they have got the Office of the Public Defender, which is under Ministerio Poblico, who performs functions like the ones highlighted in this Bill, but to every mwananchi and not just for the Police Service. I wish we could have such a Ministry in this country.

I am happy about the transparency and accountability spelt out in this Bill. Indeed, this has been one of the problems with the Police Service and other institutions in this country. There has been lack of transparency and accountability. With this law coming into force, we will be able to have better service.
